Guv to submit 2019 budget proposal to SP this month
NEGROS Occidental Provincial Acting Administrator Lucille Gelvolea said the executive department may submit the 2019 budget proposal to the Sangguniang Panlalawigan (SP) for approval within this month.
She said the 2019 budget may not go beyond the projected income of the province pegged at P3.2 billion.
Gelvolea said the Provincial Budget Office cannot prepare the budget yet until the business plan is prepared by the Economic Enterprise Department based on the guidelines of the Department of Budget and Management (DBM).
Meanwhile, Gelvolea said the Dynamic Builders Inc. is now waiting for the turnover of the Provincial Administration Center (PAC) after the memorandum of agreement was signed between the company and the Provincial Government for its P1.7 billion investment at the Capitol property.
She said that before the year ends, all the 17 departments and divisions that are occupying the PAC building will vacate the building to give way for the project of DBI.
Based on the MOA, DBI will lease the 6,485 square meter where is PAC is located and have the whole building demolished for the construction of a 6-storey building.
The lease agreement is good for 50 years where the provincial government stands to earn P6.614 million annual rental from DBI.
Gelvolea said the Provincial Engineering Office is the one that will determine the place which will be temporarily occupied by the respective departments and divisions including that at the Philippine National Bank, St. Francis Building and another one at the 6th Street for the General Services Office.
The provincial government initially allocated P5 million for rentals of temporary areas where the affected Capitol offices will occupy for two to three years until the new building worth P900 million will be completed.*
