Guv to sub­mit 2019 bud­get pro­posal to SP this month

NE­GROS Oc­ci­den­tal Pro­vin­cial Act­ing Ad­min­is­tra­tor Lu­cille Gelv­olea said the ex­ec­u­tive depart­ment may sub­mit the 2019 bud­get pro­posal to the Sang­gu­ni­ang Pan­lalaw­igan (SP) for ap­proval within this month.

She said the 2019 bud­get may not go be­yond the pro­jected in­come of the province pegged at P3.2 bil­lion.

Gelv­olea said the Pro­vin­cial Bud­get Of­fice can­not pre­pare the bud­get yet un­til the busi­ness plan is pre­pared by the Eco­nomic En­ter­prise Depart­ment based on the guide­lines of the Depart­ment of Bud­get and Man­age­ment (DBM).

Mean­while, Gelv­olea said the Dy­namic Builders Inc. is now wait­ing for the turnover of the Pro­vin­cial Ad­min­is­tra­tion Cen­ter (PAC) after the mem­o­ran­dum of agree­ment was signed be­tween the com­pany and the Pro­vin­cial Government for its P1.7 bil­lion in­vest­ment at the Capi­tol prop­erty.

She said that be­fore the year ends, all the 17 de­part­ments and di­vi­sions that are oc­cu­py­ing the PAC build­ing will va­cate the build­ing to give way for the project of DBI.

Based on the MOA, DBI will lease the 6,485 square me­ter where is PAC is lo­cated and have the whole build­ing de­mol­ished for the con­struc­tion of a 6-storey build­ing.

The lease agree­ment is good for 50 years where the pro­vin­cial government stands to earn P6.614 mil­lion an­nual rental from DBI.

Gelv­olea said the Pro­vin­cial En­gi­neer­ing Of­fice is the one that will de­ter­mine the place which will be tem­po­rar­ily oc­cu­pied by the re­spec­tive de­part­ments and di­vi­sions in­clud­ing that at the Philip­pine Na­tional Bank, St. Fran­cis Build­ing and an­other one at the 6th Street for the Gen­eral Ser­vices Of­fice.

The pro­vin­cial government ini­tially al­lo­cated P5 mil­lion for rentals of tem­po­rary areas where the af­fected Capi­tol of­fices will oc­cupy for two to three years un­til the new build­ing worth P900 mil­lion will be com­pleted.*
