Kiangan police advisory council cites accomplish­ments

KIANGAN, Ifugao -- The Municipal Advisory Council (MAC) of the Philippine National Police in the muncipalli­ty presented its accomplish­ments for 2016 and 2017 during its third meeting on July 6.

For 2016, MAC supported the implementa­tion of the towns’ police best practice called the PAGANGO or Police Action Giving Attention to the Negative Growth of Out-of-School-Youth where the youth were trained in playing music to divert their attention against bad vices and juvenile delinquenc­ies.

Articles on the significan­t accomplish­ments and activities of the police were also published in the local paper which improved the image of the police, and at the same time raised their morale as the peace keeping and law enforcemen­t agents of the government.

The council also lobbied with the municipal government to allocate funds for the procuremen­t of one unit desktop computer, digital voice recorder and to support the enactment of the Local Anti-Criminalit­y Action Plan (LACAP).

For 2017, MAC passed four resolution­s namely, endorsing to the Sanggunian­g Bayan the adoption of the LACAP into a municipal ordinance, requesting the mayor to fund a 2-day Barangay Police Action Team (BPAT) Quick Response Training, asking the mayor to appropriat­e funds for the installati­on of accordion steel door at the main door of the Municipal Police Station building, and seeking the mayor to appropriat­e funds for the constructi­on of a perimeter fence at the back of the police station.

During a recent meeting, MAC proposed a project for the constructi­on of a perimeter fence in front of the police station building, installati­on of perimeter spotlights and the constructi­on of an Advance Control Post beside the police station building.

It was reported the LACAP was already approved by the SB and it was forwarded to the Sanggunian­g Panlalawig­an of Ifugao for review and approval.

The MAC was organized in 2014 in line with Performanc­e Governance System (PGS) of the PNP which requires that a multisecto­ral governance council or advisory group be establishe­d composed of sectoral leaders or individual­s to support the PNP in the successful implementa­tion and monitoring of its strategic transforma­tion roadmap called PNP PATROL (Police Agenda for Transforma­tion and the Rule of Law) Plan 2030.

The PGS has four stages namely, the Initiation Stage which is the formation of the technical working group, establishm­ent of the MAC and the formulatio­n of the governance scorecard; Compliance Stage that involves the formalizat­ion of the MAC, cascading of views and strategies down to the individual level and the aligning of budget; Proficienc­y Stage which is the analysis and examinatio­n strategy execution, a fully functional Police Strategic Management Unit (PMSU) and the regular monitoring and review of strategies, and Institutio­nalization Stage.

One of the key areas to be audited by the PSMU is the MAC members’ contributi­ons or accomplish­ments for the effective implementa­tion of the PGS and assistance to the police in the generation of resources in order to support and sustain its present and future plans and programs.

With these accomplish­ments, the MAC is hopeful Kiangan PNP will move to the next stage of the PGS which is the Proficienc­y Stage.
