THE EN­VI­RON­MENT Man­age­ment Bureau Cordillera has can­celled the En­vi­ron­men­tal Com­pli­ance Cer­tifi­cate of Cordillera Homes-Saint Fran­cis Com­mu­nity As­so­ci­a­tion In­cor­po­rated (CHSFCAI) at Kes­beng, Pobla­cion, La Trinidad, Benguet.

EMB - CAR re­gional di­rec­tor Rey­naldo Dig­amo in his or­der states based on records, the Cordillera Home­own­ers Co­op­er­a­tive rep­re­sented by its pres­i­dent, Jude Wal was is­sued ECC on Au­gust 18, 2009 for Cordillera Home­own­ers Co­op­er­a­tive Hous­ing Project Phase II.

On May 22, 2014 an amended ECC was given amend­ing among the project name and pro­po­nent to Cordillera Homes-Saint Fran­cis Com­mu­nity As­so­ci­a­tion Inc.

A re­vo­ca­tion or­der of the cer­tifi­cate of reg­is­tra­tion dated De­cem­ber 11, 2017 was is­sued by the Hous­ing and Land Use Reg­u­la­tory Board-North­ern Lu­zon Re­gion to CHSFCAI for vi­o­lat­ing con­di­tion-im­posed Res­o­lu­tion No. R-942 s.2016 pro­mul­gat­ing the guide­lines of the Home­own­ers Reg­is­tra­tion of Home­own­ers As­so­ci­a­tion or­ga­nized un­der Gov­ern­ment Hous­ing Pro­grams in re­la­tion to RA 9004.

The ECC con­tains spe­cific mea­sures and

con­di­tions that the project pro­po­nent has to un­der­take be­fore and dur­ing the op­er­a­tion of a project, in some cases dur­ing the projects aban­don­ment phase to mit­i­gate iden­ti­fied en­vi­ron­men­tal im­pacts.

ECC doc­u­ment is­sued by the EMB cer­ti­fy­ing that based on the rep­re­sen­ta­tions of the pro­po­nent, the pro­posed project will not cause sig­nif­i­cant neg­a­tive en­vi­ron­men­tal im­pact.

CDJ Group Con­struc­tion and De­vel­op­ment Cor­po­ra­tion (CDJ Group) in­formed the mu­nic­i­pal­ity of La Trinidad they have taken over the op­er­a­tion, man­age­ment and de­vel­op­ment of the project of the Cordillera Homes Saint Fran­cis Com­mu­nity As­so­ci­a­tion.

On Novem­ber 9, CDJ re­it­er­ated its re­quest to lift the cease and de­sist or­der is­sued by Mayor Romeo Salda for CDJ not to in­tro­duce fur­ther de­vel­op­ment prior to the res­o­lu­tion of is­sues of its de­vel­op­ment per­mit.

La Trinidad will be pre­par­ing their re­port fol­low­ing an oc­u­lar in­spec­tion made last month on the de­vel­op­ing sub­di­vi­sion cov­er­ing 91,101 square me­ters.
