DILG un­der­scores im­por­tance of BADAC

THE CAM­PAIGN against il­le­gal drugs is part of the na­tional se­cu­rity pol­icy un­der the ad­min­is­tra­tion of Pres­i­dent Ro­drigo Duterte and with the barangays as the small­est unit of govern­ment, their role in the cam­paign is im­por­tant for the at­tain­ment of drug – free com­mu­ni­ties in the coun­try.

De­part­ment of the In­te­rior and Lo­cal Govern­ment As­sis­tant Sec­re­tary for Ex­ter­nal and Leg­isla­tive Af­fairs Ri­co­judge Jan­vier Echiverri out­lined this dur­ing the DILG – led Re­gional Sum­mit on Good Gov­er­nance at the Univer­sity of Baguio that was at­tended by of­fi­cials from the 1,176 barangays in the Cordillera re­gion.

Echiverri dis­closed that the role of barangays in the cam­paign against il­le­gal drugs is by en­sur­ing that their Barangay Anti – Drug Abuse Coun­cils or BADAC are fully func­tional.

In­di­ca­tors of a fully func­tional BADAC in­clude es­tab­lish­ment of barangay re­ha­bil­i­ta­tion re­fer­ral desk with a des­ig­nated of­fi­cer; cre­ation of BADAC aux­il­iary team; pres­ence of plan of ac­tion; fund al­lo­ca­tion; hav­ing monthly meet­ings, and im­ple­men­ta­tion of drug abuse pre­ven­tion ad­vo­cacy cam­paign, drug clear­ing op­er­a­tion and com­mu­nity – base in­ter­ven­tion for per­son who use drugs (PWUDs).

Barangays with BADAC that score high on func­tion­al­ity based on the said cri­te­ria, will earn recog­ni­tion from the govern­ment, par­tic­u­larly from the DILG, Philip­pine Na­tional Po­lice, Philip­pine Drug En­force­ment Au­thor­ity and the Dan­ger­ous Drugs Board. Those with­out an or­ga­nized and func­tional BADAC will be pe­nal­ized through the fil­ing of an ad­min­is­tra­tive cases, Echiverri added.

ASEC for Peace and Or­der Manuel Fe­lix who talked about the barangay role on the cam­paign against crim­i­nal­ity; ASEC Roosque Cala­cat about the cam­paign against cor­rup­tion and Na­tional Barangay Op­er­a­tions Of­fice OIC Di­rec­tor Cae­sar Rimando on the pre­ven­tion of vi­o­lent ex­trem­ism.

DILG Fed­er­al­ism Na­tional Speak­ers Bu­reau mem­ber Vladimir Cayabas also gave an ori­en­ta­tion on the fun­da­men­tals of fed­er­al­ism.

DILG – CAR re­gional di­rec­tor Marlo Iringan out­lined that the re­gional road­show on good gov­er­nance gen­er­ally aims to pro­vide a venue to con­sult and part­ner with the barangays in in­ten­si­fy­ing the cam­paign on the fight against il­le­gal drugs, crim­i­nal­ity, cor­rup­tion, vi­o­lent ex­trem­ism, quest for a fed­eral repub­lic and ex­is­tence of Peo­ple’s Law En­force­ment Board, with the end view of es­tab­lish­ing a peace­ful en­vi­ron­ment where every Filipino can live safely and hap­pily.
