Dads OK MOU with DOH for completion of JRBGH
THROUGH an ordinance, the 18th City Council during its regular session, Monday, January 14, presided over by Vice Mayor Raineir Joaquin V. Uy authorized City Mayor Oscar Moreno to enter into and sign the Memorandum of Understanding (MOU) with the Department of Health (DOH-10).
The MOU covers the implementation of the Health Facility Enhancement Program 2018 (HFEP 2018).
The approved budget for the program amounting to P198 million will be used for the completion of the J.R. Borja General Hospital (JRBGH) level 1.
The project includes the construction of a conference room, medical records room, nurse dormitory and basic health facilities; completion of north-wing building 4-storey (3rd to 4th only) and renovation of the south-wing building (ground floor to 4th floor).
HFEP also covers the construction of a dietary and kitchen, OPD, pharmacy, drug supply room, canteen and additional service wards; construction of waiting area, public toilets and elevator, among other projects.
Under the MOU, the DOH-10 shall provide financial support and implement infrastructure project through HFEP 2018 in upgrading of health facilities; ensure availability of approved Detailed Architecture and Engineering Designs, Program of Works and detailed estimates to be used in the processing of building permits by the recipients.
DOH shall also implement the HFEP 2018 projects according to the guidelines set by the DOH Central Office, among others.
For its part, the city-owned JRBGH shall process and apply for the application of building permit, occupancy permits including payments; process the issuance of Permit to Construct (PTC) and other necessary requirements for infrastructure projects; and provide temporary facility for the health personnel if necessary and accept the inconvenience of the workplace during the construction.
The legislation was reviewed and endorsed by the committees on health and sanitation and health insurance and on laws and rules chaired by Councilors Maria Lourdes S. Gaane and Ian Mark Q. Nacaya, respectively.
