City to establish shelter, rehab facility
THE city government, in collaboration with the Department of Public Works and Highways (DPWH) Regional Office No. 10 is set to establish a Shelter and Rehabilitation Facility for Children in Conflict (CIC) with the law.
Supporting the project, the 18th City Council during its regular session Monday enacted an ordinance authorizing Mayor Oscar Moreno to enter into and sign the Memorandum of Agreement (MOA) with the Department of Public Works and Highways (DPWH) Regional Office No. 10 covering the collaboration of the parties in the establishment of the Bahay Pag-Asa at the city-owned Mother Teresa Compound at Maitum, Puerto.
Pursuant to the MOA, the city shall undertake the procurement of the project through competitive bidding; implement the project in accordance with the approved program of works, plans and specifications and comply with the DPWH material testing requirements and quality control policies in the implementation of the project.
For its part, the DPWH shall release to the city government an initial cash advance for the project equivalent to 50-percent of the project cost and release succeeding cash funds for the project equivalent to the amounts of actual accomplishment.
In his letter to the City Council, Mayor Moreno cited that the MOA is also a manifestation of the city’s strong partnership with the national government to provide the wayward youth a chance to be rehabilitated and reintegrated back to the community, and become productive members of society after completing the court-supervised rehabilitation and intervention program.
