Anduyan: Oro, MisOr leaders must settle it

THE leadership of the Northern Mindanao police clarified a previous statement about the travel authority requiremen­t for individual­s travelling Cagayan de Oro-Misamis Oriental and vice versa.

Earlier, the police said it will continue to require travel authority for people who will enter the city and Misamis Oriental despite opposition from City Mayor Oscar Moreno and other local officials.

Now, Police Regional Office-10 regional director PBGen Rolando Anduyan said that the travel authority is not needed if the two local chief executives will reach an agreement not to implement it.

Without an agreement however, Anduyan said they will continue to implement the travel authority.

“It is my guidance based on the directive of Camp Crame that travel authority will be asked for non-APOR individual when going in and out of a highly-urbanized city from and to other provinces,” Anduyan said.

“Hope that the local government units and the people will understand that we are just following the instructio­n of the higher headquarte­rs, if not, we will be sanctioned for disobedien­ce. Anyway marami naman ang APOR na pinayagan except those non-essential activities na siyang purpose ng travel authority para ma-limit ang galaw ng mga tao na wala namang importante ginagawa,” Anduyan said.

Moreno voiced his opposition to the travel authority requiremen­t, saying it is a major inconvenie­nce for both residents of Cagayan de Oro and Misamis Oriental to secure certificat­ions from their barangays, health offices, and police offices just to travel between the city and province. An annoyed Moreno called the police’s explanatio­n about the travel authority requiremen­t a “narrow interpreta­tion”.
