LSB asked to conduct literacy mapping in city
This will determine number of illiterates, their whereabouts
TO COME up with sustainable programs on education, the Cebu City Council is asking the Local School Board (LSB) to conduct literacy mapping.
“Given the government’s vision of a globally competitive citizenry in a technologically-driven environment, there is a need to highlight and give high premium to literacy and education to improve the quality of life,” read the approved resolution sponsored by Councilor Alvin Dizon, chair of the committee on education.
Dizon said literacy mapping will determine the number of illiterates in the city, including their whereabouts, to provide evidence-based data as basis for the policy formation and the development of responsive, integrated and sustainable programs and projects on literacy.

The approved measure also asked the LSB to coordinate with the Department of Education Cebu City Division and the regional office for the conduct of literacy mapping.
“The rights-based approach to development is committed to a holistic and humanistic development of the individual through the realization of everyone’s fundamental right to education and the belief that education plays a fundamental role in human, social and economic development,” Dizon said in his resolution.
To meet the educational needs of the underprivileged sector, the Education for All Philippine Plan of Action has emphasized the need for continuing education programs that a local government unit can implement.
According to a United Nations Educational, Scientific and Cultural Organization study, literacy problems must be addressed because these not only limit the full development of a person and one’s participation in society, but also affect a person’s family environment, restricting access to the benefits of development and hindering enjoyment of other important human rights.
