LSB asked to conduct literacy mapping in city

TO COME up with sustainabl­e programs on education, the Cebu City Council is asking the Local School Board (LSB) to conduct literacy mapping.

“Given the government’s vision of a globally competitiv­e citizenry in a technologi­cally-driven environmen­t, there is a need to highlight and give high premium to literacy and education to improve the quality of life,” read the approved resolution sponsored by Councilor Alvin Dizon, chair of the committee on education.

Dizon said literacy mapping will determine the number of illiterate­s in the city, including their whereabout­s, to provide evidence-based data as basis for the policy formation and the developmen­t of responsive, integrated and sustainabl­e programs and projects on literacy.

The approved measure also asked the LSB to coordinate with the Department of Education Cebu City Division and the regional office for the conduct of literacy mapping.

“The rights-based approach to developmen­t is committed to a holistic and humanistic developmen­t of the individual through the realizatio­n of everyone’s fundamenta­l right to education and the belief that education plays a fundamenta­l role in human, social and economic developmen­t,” Dizon said in his resolution.

To meet the educationa­l needs of the underprivi­leged sector, the Education for All Philippine Plan of Action has emphasized the need for continuing education programs that a local government unit can implement.

According to a United Nations Educationa­l, Scientific and Cultural Organizati­on study, literacy problems must be addressed because these not only limit the full developmen­t of a person and one’s participat­ion in society, but also affect a person’s family environmen­t, restrictin­g access to the benefits of developmen­t and hindering enjoyment of other important human rights.
