CIDG-8 chief asked P3M to fund wife’s campaign

Espinosa says Col. Marcos allegedly agreed to get the money in portions

ALLEGED Eastern Visayas drug lord Kerwin Espinosa claimed yesterday that he gave P3 million to a police official who was involved in the killing of his father.

Espinosa said that in the first week of May 2016, he was informed that then-Philippine National Police (PNP) Criminal Investigat­ion and Detection Group (CIDG) Region 8 director Marvin Marcos provided additional police forces in Albuera, Leyte for the coming national and local elections.

He then received a call from Marcos saying: “I am Colonel Marcos. My men and I have augmented Albuera. I deployed policemen around the area. To avoide problems, so that your men can move around, let us help each other.”

Vice mayoral post

Espinosa said Marcos asked him for financial help for the election campaign of his wife who was then running for the vice mayor position.

He said Marcos initially demanded for P3 million but it was later on reduced to P2.5 million.

Marcos allegedly agreed to receive the money in portions.

On May 7, Kerwin said his father personally handed over P1.5 million to Marcos in front of a hotel while another P1 million was given to him the following day.

Espinosa said that on May 8, one of his men carrying illegal contraband­s called him and told him he cannot pass through an area due to a police checkpoint.

He then called Marcos, who told him to wait for 15 minutes.

After 15 minutes, Espinosa said his men called him and said the police checkpoint was already dismantled and that they can already pass through.

“I called up Colonel Marcos and said, ‘Sir it’s okay, thank you... If daddy will win you will get bonus from me,’” he added.

Espinosa claimed that after the election on May 9 where his father won as the Albuera, Leyte mayor, he gave another P500,000 to Marcos.

Denial

Marcos earlier denied the allegation that he was the director who oversaw the serving of search warrant against the older Espinosa inside his detention cell in the Leyte sub-provincial jail on Nov. 5.

The older Espinosa was killed in the said operation after he allegedly refused to be searched and fired at the police operatives.

In the previous Senate hearings on the killing of Mayor Espinosa, lawmakers scored the policemen involved in the said operation over several irregulari­ties.
