Kin files raps vs. police

BECAUSE they are convinced that it was an overkill, the family of Gener Rondina filed a complaint at the Commission on Human Rights (CHR) 7.

Represente­d by Angelica Arrioja, his would-be wife, and accompanie­d by SPO4 Generoso, a retired policeman, Gener’s case was added to the growing complaints against the police.

“Nanganad na gud na sila kay ang uban dili mo-reklamo. Ako gud ipalutaw ang kamatuoran (They are getting used to this because others don’t complain. I want the truth to surface),” Generoso told Sun.Star Cebu.

CHR 7 Chief Investigat­or Leo Villarino disclosed that the family of the victim filed the complaint before their office at 3 p.m. yesterday.

Arrioja, the victim’s live-in partner, served as the main complainan­t.

Villarino disclosed that the family was able to provide other witnesses, but he refused to divulge their identities for their safety.

Generoso stressed that the operatives should follow the protocol when serving a warrant.

“Wala sila musubay sa balaod sa ilang pang- raid (They didn’t follow the law during the raid),” he said.

“Nagtuo sila nga naa silas gahom tungod sa presidente (They believe that they are in power because the president is behind them),” he added.

After giving their statement to the CHR 7, Generoso decided to rest and remains bedridden.

He said that the incident is just starting to settle in his mind.

“Wala ko kasabot sa akong lawas kay hangtod karon mora’g dili ko kadawat pa sa nahitabo (I don’t understand my body because until now, I couldn’t still accept the fact that my son’s death really happened),” he said, with a weak voice.

However, the family remained hopeful that justice will prevail in the course of the investigat­ion for Gener.

Arrioja, in a separate inter- view, said it was her birthday yesterday, but it wasn’t a happy one.

The lechon, which Gener had paid, arrived in her home.

“Wala gud ko ka- celebrate. Andam na unta mi sa among kasal, sa akong birthday. Ilaag pa man gani to niya iyang mga pagumangko­n sa mall kay palitan og sapatos (I didn’t celebrate. We were ready for our wedding, for my birthday. He was supposed to bring his nieces and nephews to buy shoes for them),” she said.

She stood by her word that the operatives committed an overkill because she saw the gunshot wounds of her partner.

“Duha ka bala sa iyang kasing-kasing, nabungkag pa gud iyang atay. Naa pa siyay mga tapsing og dakong bun-og sa iyang kilid (Two bullets went straight to her heart, his liver was destroyed. He has light gunshot wounds on his arms and a big bruise on his side),” Arrioja said.

“Grabe gyud kaayo ilang pag-

patay (What they did to him was too much),” she added.

It has been two days since she ate a full meal and only drinks water because of her grief.

She is also worried of her security.

Legitimate

The police director of Central Visayas insisted the operation against Gener last Friday was legitimate.

Gener’s father SPO4 Generoso Rondina is a retired police officer in Barangay Carreta, Cebu City.

Chief Supt. Noli Taliño respects the decision of Rondina to lodge a complaint before the Commission on Human Rights 7.

“Karapatan ng family nung napatay na magreklamo kung mayroon mang inakalang paglabag doon sa police operationa­l procedure natin (It is the right of the victim’s family to complain if there see any irregulari­ty in our police operations),” he said.

Rondina earlier claimed that some of the jewelry were lost after the opera- tion and the police used excessive force.

For his part, Taliño said Gener was a high-value target in the drug list and the operatives should exercise caution when trying to arrest him.

“Talagang armado itong subject na ito (The subject was really armed),” he said.

The Philippine National Police cannot discipline Rondina because he is already not active in the service.

From July 1 until Nov. 27, the police killed 141 suspected drug pushers in legitimate operations, while unknown assassins executed 204 pushers.

Taliño said there are two police officers under Cebu City Police Office who are facing criminal complaints before the Office of the Ombudsman for the Military and Other Law Enforcemen­t Offices (Moleo) for allegedly summarily executing a drug suspect.

The case is still pending in the anti-graft office.

Careful

Meanwhile, Cebu City Director Joel Doria reassured the public that the police are being careful in their operations.

For the past few months, Doria noted that there are no drug personalit­ies that were killed during operations.

“Ang ating kapulisan ay ginagawa ang kanilang lahat na makakaya to safely secure yung suspect as we have already proven, lahat arestado. Pina- file lang natin ng kaso at walang lumalaban, which is good (Our police are doing their best to safely secure the suspect which we already proven, all of them were arrested. We file a case against them and they didn’t resist which is good),” Doria said.

Nineteen drug suspects are killed in Cebu City police operations since July 1 up to the present.

He said that this is beneficial because they can obtain crucial informatio­n from the subjects which can pinpoint their drug sources.
