CEBU Gov. Hilario Davide III will ask the Department of Health (DOH) to include Cebu among the areas where regional rehabilitation centers will be built next year.

This came after Health Secretary Paulyn Jean Rosell-Ubial announced that the DOH will build five regional rehabilitation centers next year in Autonomous Region in Muslim Mindanao (ARMM), Socsargen, Mimaropa, Cordillera Autonomous Region (CAR) and Negros Island Region.

The DOH will also establish four mega-treatment and rehabilitation centers in military camps: two in Luzon, one in Malungon, Saranggani in Mindanao, and one in the Visayas, which will either be in Capiz Province or Carmen town in Bohol.

Davide said that most drug personalities who have been reported are from Central Visayas, that’s why there has to be a rehabilitation center here.

“Sa news karon nakabasa ko, kadtong nangamatay, nadakpan nga mga dagko kaayo, mga bigtime, taga Cebu (I read in the news that those who were arrested or died in the anti-drugs campaign are from Cebu),” the governor said.

Davide identified these Cebu drug personalities in yesterday’s press conference as Frals Sabalones from San Fernando town; Jaguar, or the late Jeffrey Diaz from Cebu City; Rowen Secretaria, alias Yawa, from Cebu but who operated in Bohol and Kerwin Espinosa, from but Cebu operating in Leyte.

“I hope mo-reconsider, I will write to her,” Davide said referring to Ubial.

As of Nov 11, 2016, the Cebu Provincial Police Office (CPPO) reported 34,255 surrenderers in the province. On top of these are surrenderers from highly urbanized cities of Cebu, Mandaue and Lapu-Lapu.

Ubial said DOH is asking for P144 billion as its budget for next year, the biggest ever submitted by the health department. Of this amount, P3 billion is intended for rehabilitation and treatment centers.
