Pamocor to handle garbage disposal

The Provincial Bids and Awards Committee (PBAC) I was surprised why the Office of the OmbudStart­ing next month, a new company will handle the disposal of Cebu City’s garbage from the private transfer station near the Inayawan Sanitary Landfill to its final disposal area. Pasajero Motors Corp. (Pamocor), a supplier of light and heavy equipment and small vehicles, won the bid conducted by the city’s bids and awards committee (BAC) for goods and services last Thursday.

What was questionab­le in the bidding was that the BAC chaired by Ronald Malacora abruptly moved the bidding day from January 24 to January 26 obviously to accommodat­e Pamocor’s request as the company was still waiting for some documents, especially the accreditat­ion for a sanitary landfill from the Department of Environmen­t and Natural Resources (DENR) central office. A service provider must be an operator of a sanitary landfill with an Environmen­tal Compliance Certificat­e (ECC) or have an agreement with owners of an existing sanitary landfill.

The current service provider, Jomara Konstruckt, lost to Pamocor, with the latter offering P1,344 per ton while the former stuck to its previous rate of P1,375 per ton. And do you know who is the owner of Pamocor, which is also the authorized dealer of Volvo vehicles here? It is owned by Kasambagan Barangay Councilor and businessma­n Franklin Ong, a close ally and a campaign fund contributo­r of the “former political has-been” and

his Bando Osmeña-Pundok Kauswagan (BOPK).

Ong was the former chairman of the Barangay Councilors League in Cebu City and was groomed to be the BOPK’s candidate for barangay captain in Kasambagan had the barangay elections pushed through last October.

Pamocor once supplied mini vehicles, dump trucks and bitumen products to City Hall during the previous terms of the “former political hasbeen.” Hinumdum mo atong Hino dump trucks nga

sinumpayan ang mga chassis? Mao to. According to my source Pamocor, which has no experience in trucking, is tying up with Geo-Transport, a local hauler. And since it does not have a sanitary landfill yet, I am sure Pamocor will dump the garbage at the private sanitary landfill in Consolacio­n because the one in Aloguinsan that was used by Jomara was ordered closed by DENR for lack of ECC.

The Technical Working Group is still conducting a post qualificat­ion bid to check if the terms and reference has been complied with by the winning bidder. But these are all formalitie­s because the mayor and former councilor Agustus “Jun” Pe compose the said body. Kinsa may magbuot nila nga gipaagi naman (kuno) na og bidding? Jun Pe holds awesome power at City Hall even without a formal appointmen­t and, therefore, has no public accountabi­lity. Kining ilang gihimo morag pabaga na man ni sa nawong. Is it good governance to give favors to close political allies? Where’s their so-called delicadeza?
