DADS WANT DETAILS ON TRASH DISPOSAL

Request came after contractor submitted P40M breakdown

The Cebu City Council wants the Department of Public Services (DPS) to submit a detailed report on the operationa­l procedures in the collection, hauling and disposal of garbage in the city.

The request came after Pasajero Motors Corp. (Pamocor), the current service provider of the city for garbage disposal, submitted to the Council the breakdown of the P40 million that was earlier allocated for garbage hauling.

In their billing, Pamocor said it hauled 8,409.96 tons of garbage from June 16 to 30 and charged the City some P11.2 million for it.

Another 10,607.19 tons of garbage were hauled from July 1 to 15, costing the City P14.1 million.

Councilor Jose Daluz III, who moved for the request, said it’s better if the City knows the breakdown of the amount billed since it involves public funds.

For her part, Councilor Jocelyn Pesquera also said that the DPS should submit a breakdown of the garbage hauled per barangay.

Daluz said he wants to know the services provided by Pamocor starting from the disposal at the transfer station to the final disposal site at the private landfill in Consolacio­n.

“I have so many questions. In fact, it was admitted that there was no weighing scale at the transfer station. There’s a possibilit­y that when the truck comes out from the transfer station, there’s no way of knowing how much garbage was loaded into that truck,” he said.

From the barangays, the garbage will be brought to the transfer station in Barangay Inayawan before it is delivered to the landfill in Consolacio­n.

“We should not rely on the report of Pamocor because there might be cases that, along the way going to Consolacio­n, the driver, not necessaril­y from Pamocor, might have gone moonlighti­ng, dropped by some establishm­ents to get their garbage and let the City pay for it. That’s a very dangerous situation,” Daluz said.

To avoid any irregulari­ty, Councilor Eduardo Rama Jr. also urged the DPS to include in their terms of reference in getting a service provider the requiremen­t that the latter should provide a weighing scale. /
