What is the difference between firecracke­rs and consumer pyrotechni­cs?

Firecracke­rs, as differenti­ated in the implementi­ng rules and regulation­s of Executive Order 28 from pyrotechni­cs, is a low explosive device wrapped in paper or cardboard casing containing an explosive compound and usually lit with a fuse, which is primarily designed to produce a sound, usually in the form of a loud bang. Any visual effect thereto is merely incidental to the nature of its effect and purpose. The use thereof is confined to community fireworks display.

Consumer pyrotechni­cs are devices readily available for purchase by the general public with little or no special licensing and training. These items are considered low hazard and may be used outside the fireworks zone and community fireworks display, but like all pyrotechni­cs, can still be hazardous if not stored, handled and used appropriat­ely.

In order to ensure that one buys quality firework items, make sure to find the Philippine Standard (PS) Mark label.

With the license, the manufactur­er affixes the PS Mark on his product or product package. The PS Quality Mark can be found on locally manufactur­ed products. It assures consumers that the product they are buying conforms to the specific Philippine National Standard or an internatio­nally accepted foreign standard.

For safe quality and legal consumer pyrotechni­cs, one may find them in Pyroworks stalls outside the mall entrances of Banilad Town Centre, SM City Cebu, SM Seaside, SM Consolacio­n, VIBO Place, Parkmall, J Centre Mall, South Town Centre, Insular Square, Pacific Mall and Gaisano Country Mall.
