CAINDEC VS. OSMEÑA ON FB: SOME EXCERPTS

Cebu City Mayor Tomas Osmeña, in a Facebook post, told buyers of new motorcycles that it is not their fault that it takes four months for LTO to process their vehicle registration, so anyone caught by CITOM for not having registration will have their fines waived. “If you (get) caught by an agency not under Cebu City, such as LTO, I will pay for your fine myself,” he said.

Osmeña told LTO in another post to get their acts together, saying he already paid for the fines of two motorists who don’t have registration. “You are punishing them for not having something that you failed to give. Only government is capable of such logic. Get your acts together please,” he said.

LTO Central Visayas Director Victor Caindec posted on Facebook: “Dear Cebu City, I’m warning you. If you don’t fix the traffic, the floods and the garbage, I will run for mayor.”

Caindec called for a press conference where he told Osmeña to mind his own business, pointing out that 156 of the 240 City Government vehicles are not registered. “Ayaw ko warning-warningi. Mag-apil-apil mo anang mga sakyanan nga wa’y rehistro, inyong sakyanan wa man gani ninyo girehistro.”

Caindec challenged Osmeña to resign if he (Caindec) solves the traffic problem in Mambaling.
“Mayor, ang Mambaling dugay na ka palpak. What’s the metric to improve and I’ll show you how it’s done. Nya mo resign ka ug mabuhat?” Caindec said.

Osmeña, in the comment section of Superbalita Cebu’s post about the allegedly unregistered City Government vehicles, challenged Caindec to produce the list of such vehicles.
“No vehicle is allowed to refuel at the City Depot without up to date registration.” “Also, Cebu City owns 800 vehicles, not 240. Thank you for highlighting your own incompetence.”

Osmeña told Caindec that traffic management is not supposed to be the LGU’s responsibility. “That falls under the jurisdiction of the LTO. But look anywhere in the Philippines. How many LTO traffic enforcers do you see? LTO cannot do their jobs, so now we have to do it for them.”

Osmeña accepted Caindec’s challenge and said that effective July 16, LTO 7 is the sole traffic authority in the Mambaling area.

Caindec answered Osmeña, saying: “Tom, undang na drama. Mayor ka pero gusto nimo rehistro atimanon. Traffic sa Mambaling ako problema. Unsa gyud naa sa LTO?”
