LTO 7 chief’s arrogance

- BOBBY NALZARO bobby@sunstar.com.ph

What about if we will reverse the situation? I will buy 10 units tomorrow and I will demand from your office to issue the license plates within a month? Can you comply with that? Don’t be too arrogant, Mr. Caindec. You treated the public as your own personal employees. If you have that kind of arrogance before joining government service, you better change that attitude.

(First of two parts)

Land Transportation Office (LTO) 7 Regional Director Victor Caindec is very arrogant as if he owns his office like his own corporation when he cannot even fix the problems in his agency. Last week, when the new license plates arrived, he issued a stern warning and imposed a deadline to car owners that those who cannot claim their plates on time will face penalty, once apprehended.

Wow! Caindec moves so fast like lightning. He issued the warning because the license plates are now in his hands. But a few years ago, when car owners and dealers asked for their plates, he could not produce and he tossed the blame to their main office and to the Commission on Audit (COA) ruling which caused the delay in manufacturing.

Mr. Caindec, don’t act like a dictator. There are so many reasons why a car owner cannot immediately claim his/her plate at your designated releasing areas and through their dealers. Why not give them enough time? Be considerate. Don’t impose your whims and caprices on them.

Maybe, lack of information dissemination? I would like to suggest to give priority to your campaign against colorum public utility vehicles, anti-smoke belching violators and those “running coffins” or PUJs, in coordination with the LTFRB. Or eliminate those fixers who are in cahoots with some of your office personnel preying on new applicants for driver’s license. I was informed that they will demand P7,000 per applicant with the assurance that they will pass the written and practical exams.

You are now a public servant and public office is a public trust. Your “boss” is the people, as former president Noynoy Aquino put it. I know you cannot be in your position without your “padrino.”

Also, you better fix the problem on the renewal of driver’s license. It’s a total mess. Why should applicants who already underwent the procedure at the Robinson’s Fuente office undergo another procedure when they will get their plastic licenses in another office? It seems you are fooling and making the applicants’ lives miserable.
