Lifestyle check on Felonia under Military Ombudsman

-

THE Police Regional Office (PRO)-11 could file their request to the Office of the Ombudsman’s Military and Other Law Enforcement Offices (MOLEO) should they decide to put Police Superintendent Leonardo Felonia under a lifestyle check said a top official of the Office of the Ombudsman-Mindanao.

Deputy Ombudsman for Mindanao lawyer Rodolfo Elman, in text messages to Sun.Star Davao, said the PRO-11 could file their request directly to the of- fice of MOLEO in Quezon City, Manila or they could course the request through his office who could endorse the request to the Deputy Ombudsman for MOLEO Cyril Ramos.

“MOLEO, which is part of the Office of the Ombudsman, handles cases against men in uniform including lifestyle checks. The lifestyle check could range from the investigation of the financial records from the Bureau of Internal Revenue (BIR), checking of properties through the Statement of Assets, Liabilities and Net Worth (SALN) and background checks,” Elman said.

When asked what are needed to ensure that the request could be granted, Elman said that there should evidence that the person to be put under a lifestyle check has either an ill-gotten or unexplained wealth and if the subject has a “disparity of lawful income versus properties.”

The suggestion of putting Felonia under a lifestyle check emerged when PRO-11 deputy director for operations Sr. Supt. Aquino welcomed the idea claiming that the information from the lifestyle check could shed light on other matters that Felonia may have been busy with.

In an earlier report, Aquino said they have heard rumors that Felonia may allegedly have many business ventures and this could open another angle on why he was implicated in the murder of Cebuano businessman Richard Lim King.

But he clarified that making a lifestyle check request on Felonia is their last priority as they are more focused in identifying and arresting the mastermind in the murder of King.

Felonia was linked to the murder of King when the suspects Paul Dave Molina Labang, and siblings Rommel and Rodel dela Cerna stated in their extrajudicial confessions that it was Felonia who allegedly ordered King’s murder in exchange for the P120,000 bounty.

A murder case was filed against Felonia but it is yet to be resolved by fiscal Panfilo Lovitos of the Davao City Prosecution Office. RSA
