The PNP institutio­n in the midst of the controvers­ies hounding some officers and men

CONTROVERS­IES involving some officers and men of the 150, 000-strong Philippine National Police is not new. Various forms of irregulari­ties do occur at the police precinct level, municipal and city police stations, provincial and regional offices and even at the top most level in Camp Crame. As of today, there are a handful of former police generals who are either incarcerat­ed or have posted bail bonds and are on temporary liberty. Crimes may involve as petty as minor physical injuries to as serious as it could be like multimilli­on corruption such as the controvers­ial helicopter deal during the Arroyo presidency.

“The PNP experience­d lots of birth pains and by the turn of the millennium, various national perception surveys showed that the organizati­on is among the most CORRUPT NATIONAL GOVERNMENT AGENCIES. This became a serious national concern resulting in the conduct of in-depth studies to identify the main causes of dysfunctio­ns as basis for the developmen­t of the proper and lasting solutions. The findings and recommenda­tions of three (3) intensive studies notably the “PNP Reform Commission Study” under former Justice Secretary Ordonez; the JOINT UNDP and GPH” Study on the Transformi­ng the PNP into a More Capable, Effective and Credible Force, and the Transforma­tion Plan developed by the PNP became the basis for the developmen­t in 2005 of the Ten (10) Year PNP Integrated Transforma­tion Program (PNP-ITP as the PNP’s roadmap for lasting reforms. It has 3 primary objectives, first, to address organizati­onal dysfunctio­ns and improve the quality of the delivery of police services; second, to strengthen law enforcemen­t capabiliti­es; and third to enhance the welfare and benefits of PNP personnel and their dependents “(PNP-PGA Report, April 2014).

Subsequent­ly, the Performanc­e Government System utilizing the Balance Score Card, a management tool authored by Rober Kaplan and David Norton was adopted. The Balance Score Card applied and localized to PGS seeks to address the important governance issues of the PNP, and it s designed to translate strategy into measures that concisely communicat­e the PNP vision to the organizati­on. It is on this light that the Regional Advisory Council for PRO-XI was organized.

The irregulari­ties of PNP personalit­ies should not equate as that of the PNP institutio­n. Let Congress, the Courts, Ombudsman, Sandiganba­yan and the Supreme Court decide on the accountabi­lities of whoever PNP personnel has been accused of any anomaly.

As the public continue to be vigilant against erring PNP officers and men, let us also spare the PNP institutio­n from these controvers­ies, and may I call on the public to continue our support to our PNP at all levels. This is the only PNP that we have in this country.
