Trusted leader

A TRUE leader who has earned the trust and inspires others to dream, learn more, do more, and become more by building competence in public service.

This is how Senior Supt. Camilo Pancratius Pascua Cascolan, chief of staff of the Police Regional Office (PRO) in Davao Region is described by his colleagues.

Cascolan said being dedicated to his service and seeing the people

safe and happy is already an achievemen­t for him, next of course, to being able to balance his personal life and work.

“To balance the personal life and work is always the challenge here. But I make it a point to also spend quality time with his wife and son, family and friends,” Cascolan said.

His career performanc­e led him to be nominated for 2015 Country’s Outstandin­g Policemen in Service sponsored by the Metro Bank Foundation and Rotary Club of New Manila East.

As member of the Philippine Constabula­ry for five years and Philippine National Police (PNP) for 23 years now, Cascolan finds satisfacti­on in serving the people.

Born on November 10, 1964 in Baguio City, Cascolan never thought of becoming a policeman. He said his first choice was to become a priest.

“Unang-una talagang pumasok sa isipan ko ang mag-pari… due to some circumstan­ces, I made a choice and follow my parents’ advice, and here I am, happy and contented,” Cascolan said.

Cascolan is a Master in Public Management degree holder from University of the Philippine­s in Visayas in 1995. He graduated from Philippine Military Academy (PMA) in 1986.

In July 1987, Cascolan was assigned as acting S2/3 of the Regional Special Action Force 12 in Parang, Maguindana­o.

He had been a junior officer under the Reconnaiss­ance Company and 324th Public Company in Ilo-Ilo Province from December 1987 to April 1988.

In April 1988, he was designated as aide-decamp of the Office of the Regional Commander, RECOM 6.

Cascolan returned to 324th Public Company as junior officer in March 1990. In May 1992, he was designated as commanding officer of the 2nd Ilo-Ilo Cafgu Active Auxiliary (Caa).

He also became the officer-in-charge of the 324th Public Company and the RECOM6 before he was designated as executive officer & section leader of the Ilo-Ilo Strike Force in 1992.

It was in May 1992 when Cascolan entered the PNP and was assigned as commander for the Barotac Nuevo Police Station in Ilo-Ilo.

Cascolan was designated as commanding officer of the First Ilo-Ilo Provincial Mobile Group in Tigbauan town in IloIlo in August 1994.

He was next assigned to 3rd Ilo-Ilo Provincial Mobile Group in Sara town in Ilo-Ilo as group director in August 1997.

In March 1988, Cascolan was designated as an officer-in-charge of the Ajuy Police Station. It was also in this year when he was assigned to Balasan Police Station as officerin-charge.

Cascolan became the Chief, CID, DR of the Philippine Center on Transnatio­nal Crime in May 1999 before he was designated as Chief for Special Studies Division of the center in 2000.

He was also assigned in Criminal Investigat­ion and Detection Group (CIDG) from February 1, 2001 to June 16, 2003.

Then, Cascolan was designated as officer-incharge for the Technical Service of the PNP’s Aviation Security Group (ASG) in January 2004.

He was also chosen as assistant director for Logistics of the PNP’s Aviation Security Group in June 2004 until he became the chief of the 7th Police Center for ASG in June 2007.

In October 2008, Cascolan was reassigned as commander of the Taguig City Police Station.

He was called to report at the PRO 3 in May 2011, and in September he was assigned to the Directorat­e for Investigat­ion and Detective Management as chief of case monitoring.

In 2012, Cascolan was appointed finance head of PRO 11. After that, he was assigned as director of the Compostela Valley Provincial Police Office (CVPPO) in 2013.

It was April 2014 when Cascolan was designated as a chief of staff of the PRO 11 until now. He said despite the heavy responsibi­lities on his shoulders, never he thought of quitting.

Cascolan said despite what happened with the PNP organizati­on recently, he will continue to set a good example for the neophytes to follow and for the public to keep trusting them.

For Cascolan’s colleagues, he is an excellent supervisor and organizer. He have proven track record of outstandin­g performanc­e starting from his cadetship years until this present.

Cascolan was said to be not only excellent to his work but also in his trainings and schoolings local and abroad.

He exemplifie­s leadership by setting examples and introducin­g out of the box initiative­s that are vital in the advancemen­t of the organizati­on.

During his stint as Provincial Director, he implemente­d his brainchild “Safe Comval mau gyud “, a Strategic Operationa­l Plan that establishe­d vital installati­ons and promoted i nt e r - agency coordinati­on for faster response during the occurrence of crime incidents.

This Operationa­l plan had significan­tly reduced the crime volume and had improved the crime clearance and solution efficienci­es of the province.

It also mitigated the impact of super typhoon Pablo among the residence of the province as immediate response and rescue operations, faster giving of relief goods and conduct of medical missions and faster coordinati­on among agencies were realized.

He was awarded with Medalya ng Kadakilaaa­n for his noteworthy endeavors during super typhoon Pablo. One notable operationa­l accomplish­ment as PD is the arrest of 3 top NPA officials in 2012.

Under the Strategic Operation Plan is the implementa­tion of Small scale Miners ID with its purpose for identifica­tion, safety and security of miners.

The Color Coded Motorcycle­s was purposely implemente­d for identifica­tion, security and basis for future reference of all resident motorcycle­s that also addressed motorcycle theft and apprehensi­on of motor riding suspects.

He also implemente­d Compostela Valley 360 to prevent rebel harassment of PNP detachment­s/ camps.

He made these into a tickler (PNP Notebook), which was adopted by the PNP organizati­on and is currently being implemente­d nationwide.
