DISSEMINATION of information on taxes is a felt need for students as early as in their high school curriculum. When the BIR starts informing the public on what of their daily affairs, jobs, earnings are taxable, many citizens are ignorant of the ins and outs of the proper computations. The move to include Taxation as a required subject in high school is the solution. There had been many crimes committed in paying a person or corporation's dues. This results in a decrease in the government's revenues which could have been part of the government estimates in mapping out the budget for its different departments. The biggest news lately was the case of Lucio Tan and his concerns with Philippine Air Lines. The unpaid due taxes, a huge amount, if not paid will hamper the flights of PAL. The company agreed to pay the dues to the tune of billions to resume their business. There are numberless cases with smaller corporations under investigation. Ignorance of the law excuses no one.

The University of Southeastern Philippines (Usep) holds a uniwide Research Development and Extention (RDE) an in-house review last October 4-5, 2017 in Davao City. They welcomed proposals which are aligned with the six five-year RDE agenda of the University. These include Climate Change, Sustainable Agriculture, Policy Studies, Socio-Cultural, Manufacturing and Production, and emerging trends in connection with them. Usep is a planned research university for Asean region. The faculty should submit their proposed researches and extension programs to uplift the living conditions of the citizens in the region. Undeserved and marginalized communities may be included. The program provided different skills and values to create livelihood projects.

An executive of Davao City Chamber of Commerce and Industry said that many youths are interested in considering farming as a source of income. Hundreds of applicants attended the seminars. It had been my campaign to encourage college students to try agriculture as their course suitable to our agricultural potentials. Stay away from courses for 'white collar jobs'. Do not be afraid to soil your hands, an insurance to keep you alive with good provisions from your harvest.

On the side, the Deped secretary declared that all employees will undergo mandatory drug test. This resulted from the negative reactions by parents that the employees must be tested too like the high school students. The test is made from the secretary to her 1,200 employees. The random drug test must be given to some 25,000 students to be picked at random unannounced. This can be a preventive measure. It should be considered as a health issue rather than a police issue.

Telemedicine is used as remote diagnosis. Persons exposed to mine tailings can be diagnosed either positive or negative to the exposure. In the same aspect this method may be used to detect HIV or Aids. Patients must be isolated and treated to prevent the spread of the disease through contacts with the carriers of the virus.
