Kapa-Community ministry and the willing victims

Kapa-Community Ministry International, Inc., is a non-stock, non-profit corporation registered with the Securities and Exchange Commission (SEC) on March 03, 2017 with Registration No. CN 201707724. Its office address is located at Garay Arcade, Barreda St., Caramcam District, Bislig City, Surigao del Sur.
The incorporators include: (1) Ptr. Joel A. Apolinario; (2) Nonita S. Urbano; (3) Junnie G. Apolinario; (4) Nelia V. Nino; (5) Maria Pella B. Sevilla; (6) Jouelyn A. del Castillo; (7) Cristobal R. Barabad; and (8) Joji A. Jusay.
Kapa is a brainchild of Pastor Joel Abaton Apolinario whose blueprint of foundation is to heave up its members from poverty into prosperity, so the name Kabus Padatoon (KaPa) was born.
Apolinario came from an obscure barangay Tidman in Hinatuan, Surigao del Sur. He is a self-made of what he is today from being a fisherman, a construction worker, later became a radio broadcaster, bid politics but failed twice and an ordained minister of the Seventh-day Adventist Conference also known as “retain nine”, an offshoot congregation from the Seventh-day Adventist Church.
Kapa started its ventures with a DTI permit in 2016 as KAPA Coop Convenience Store and General Merchandise in Bislig city. But the business was ordered closed by the City Economic Enterprise Department (CEED) for the non-compliance of some provisions and soliciting investments with a promised to return the principal amount plus 30% interest per month.
Since August 2017 to July 2018, Apolinario was charged with 102 (syndicated estafa) cases for not paying as promised the aggregate amount of P7,163,700 prompting to the issuance of 27 arrest warrants. However, all complainants were remunerated later and the cases were all dismissed.
Recognizing that Kapa operation in Bislig city is in trouble with the local government, Apolinario moved south. Today, Kapa claimed to have over a million member-donors both local and abroad. Their records of membership are kept by each distinct chapter and there is no centralized database available yet.
The volunteer-stewards in each chapter are reportedly receiving a generous stipend but not bounded with an employer-employee relationship.
Their modus operandi in enlisting new members relies mainly on the words from the mouth being whispered to a neighbor or a friend; guide a friend to the leader and the leader will orient the newcomer. Once the recruit wills to donate, he or she becomes a member-donor. The same process a satisfied member-donor does, who whispers to a neighbor, friends and of course to the relatives.
