Alex at the Airport

Our cabalen Alex Cauguiran is among the third tier of recommende­es for appointmen­t to a government position.

In the first tier are members of the Cabinet; in second are bureau directors and commission bodies and third, officials of government owned and controlled corporatio­ns.

Alex was formerly Executive Vice President of Clark Internatio­nal Airport Corporatio­n and is currently Chief of Staff of Angeles City Mayor Ed Pamintuan. He gave up his vice mayoralty bid in favor of Councilor Bryan Nepomuceno and focused his activities to public park building and beautifica­tion efforts.

One of his impact achievemen­ts is the organizati­on of Partido Abe Kapampanga­n a duly recognized political party bases in Angeles City. The ABEKA demonstrat­ed its clout and mobilizati­on capability by sweeping City Mayor Duterte to an overwhelmi­ng victory in the Metro Angeles and Clark area which were known Roxas bailiwicks.

Cauguiran’s government service includes a checquered career as city councilor (19982004), Chief of Staff, 1992-1998; Executive Director, Angeles City Disaster Coordinati­ng Council and Angeles City Anti-Drug Abuse Task Force.

As CIAC director, he was Alternate Member of the Philippine Air Negotiatin­g Panel from 2007 to 2010. Malacanang discovered Alex’s diplomatic skills at the Philippine Consulate in San Francisco, Calf. where he was Political Attache Designate 2004-2005.

His fellow Board Directors at the Poro Point Management Corporatio­n were impressed by his management theories and business concepts. He carried his human engineerin­g skills at the Subic-Clark Alliance for Developmen­t Council where he was Chief of Staff (2006-2007).

He was the pioneer organizer of Move Clark Now an activist alliance for the speedy and effective developmen­t of the former military air base into a free port.

As CIAC VP and chief operating officer, the former anti-Marcos militant distinguis­hed himself for successful air rights services agreement with other countries. This paved the landing of foreign air commercial carriers to the Clark airport. He represente­d the the country’s air talks panel in Asian capitals, principal cities in Europe, Australia and New Zealand among others.

***** Presidenti­al, vice presidenti­al and senatorial candidates in 2016 were impressed by and pledged to support Cauguiran’s ABEKA agenda for the Developmen­t of Clark Internatio­nal Airport in Pampanga (And Decongesti­on of MNL/ NAIA)

Alex batted for the legislatio­n of the “MNL-CRK Dual Airport System” as a priority national policy. This would direct the DOTC, CAB, and CAAP to establish and implement an Air Traffic Distributi­on policy for MNL and CRK.

Alex’s brilliant proposal is the Dual airport System where NAIA will be the airport of the South, servicing Southern Luzon (Regions 5, CAlabarzon, and southern NCR with a passenger catchment of over 27 million. Clark will be the airport of the North servicing northern Lzon (Regions 1,2, 3, CAR, and northern NCR with a catchment population of over 22 million.

Our cabalen are hopeful that incoming DOTC Sec. Arthur Tugade will support the clamor for Cauguiran to hold the CIAC post. The constructi­on of the world class Low Cost Carrier or Budget Terminal at Clark is eyed by Alex as the low hanging fruit hereabout under the Duterte administra­tion.
