LTFRB to hold di­a­logue with car deal­ers, banks next week

MANILA -- The Land Trans­porta­tion Fran­chis­ing and Reg­u­la­tory Board (LTFRB) will con­duct a di­a­logue with car deal­ers and banks next week to fa­cil­i­tate the reg­is­tra­tion of trans­port net­work ve­hi­cle ser­vices (TNVS) driv­ers.

LTFRB board mem­ber and spokesper­son Aileen Lizada said TNVS op­er­a­tors have ex­pressed con­cern that their units are hav­ing a hard time to ply along roads as trans­port net­work com­pa­nies (TNCs) re­quire them to show proof of their of­fi­cial re­ceipt (OR) and cer­tifi­cate of reg­is­tra­tion (CR).

“Part of the re­quire­ments of TNCs for those TNVS who have car loans is their OR/ CR. Hindi maibi­gay ng third party 'yan be­cause naka­pa­sok sa bangko naka-loan. But the banks are say­ing 'di maibi­gay sa TNVS,” Lizada told re­porters Thurs­day.

“Thus, we will have a di­a­logue with car deal­ers, in-house leas­ing and banks who pro­vide car loans next week. We will me­di­ate for TNVS para mail­abas ang cer­ti­fi­ca­tion na kailan­gan ninyo when you process doc­u­ments with us,” she added.

The agency will co­or­di­nate with fi­nan­cial in­sti­tu­tions for the TNVS to be pro­vided a cer­tifi­cate of no ob­jec­tion and to be reg­is­tered as “for hire” with the LTFRB, Lizada said.

The LTFRB of­fi­cial also said it would hold a tech­ni­cal work­ing group meet­ing with Uber and Grab next week.

She asked both Grab and Uber to pro­vide a list of their de­ac­ti­vated TNVS units that will serve as ba­sis on the grant­ing of new fran­chises as well as re­newal of ex­ist­ing driv­ers.

The agency plans to is­sue a mem­o­ran­dum cir­cu­lar next month that will put a limit on the num­ber of TNVS units that will be op­er­ated by Uber and Grab.
