THE MAY­ORALTY RACE in Ma­bal­a­cat City will be a close­ly­fought fight be­tween in­cum­bent City Mayor Crisostomo C. Garbo and sit­ting City Vice Mayor Chris­tian C. Halili.

The lat­ter is a son of the leg­endary mayor Fred C. Halili whose ser­vice record can only be matched by the pre­vi­ous mayor Marino “Bok­ing” Mo­rales who was ousted in 2016.

Chris­tian is a charis­matic and force­ful speaker and de­lights his au­di­ence with funny one-lin­ers and anec­dotes.

But beyond the fa­cade of light­heart­ed­ness is the char­ac­ter, hard­work­ing and sin­cere and is al­ways ready to lend an ear to his con­stituents.

Born on Septem­ber 3, 1979 to spouses for­mer mayor Wil­fredo “Fred” C. Halili and Rosita C. Halili, Chris­tian is mar­ried to Charo B. Halili and has five chil­dren: Cedric Al­fred, Ce­les­tine Fiona, Calvin Thirdy, Chys­ter Gabriel and Ce­line Kirsten.

Chris­tian fin­ished his Bach­e­lor of Sci­ence in Busi­ness Man­age­ment from De La Salle Univer­sity, com­ing from St. An­thony Col­lege of Tech­nol­ogy for his sec­ondary ed­u­ca­tion.

He has served the gov­ern­ment, first, as City Coun­cilor from 2004 to 2013 for three terms and as Vice Mayor from July 2013 up to the present.

He has presided at the Sang­gu­ni­ang Pan­lung­sod and has had re­mark­able leg­is­la­tion, fore­most of which is the Traf­fic Code. Other sig­nif­i­cant leg­is­la­tions await­ing his (and mem­bers of the SP) ac­tion are the In­vest­ment Code and the Anti-Hu­man Traf­fick­ing Code.

Should he win the may­oralty, Chris­tian will surely fol­low the style of governance of his de­ceased father and en­dear him­self fur­ther to the Ma­bal­aque­nos.

For 2018, City Vice Mayor Chris­tian and the SP have been pro­lific in their work on city or­di­nances and res­o­lu­tions, viz: City Or­di­nance No. 71, an or­di­nance adopt­ing the zon­ing reg­u­la­tions for the City of Ma­bal­a­cat, City Or­di­nance No. 72, ap­prov­ing the Re­vised Gen­der and Devel­op­ment Code; City Or­di­nance No. 74, amend­ing the plan­tilla po­si­tions of City Or­di­nance No. 60, the New Char­ter of Ma­bal­a­cat City Col­lege; City Or­di­nance No. 78, cre­at­ing the City Em­ploy­ment Ser­vice Of­fice and the po­si­tion of City Gov­ern­ment Depart­ment Heads in the Or­ga­ni­za­tional Struc­ture and Staffing Pat­tern of the Lo­cal Gov­ern­ment of Ma­bal­a­cat City; City Or­di­nance No. 79, grant­ing ser­vice ben­e­fits/in­cen­tives to all elected barangay and Sang­gu­ni­ang Ka­bataan (SK) of­fi­cials in Ma­bal­a­cat City.

Ap­pro­pri­a­tion or­di­nances for var­i­ous pur­posed were also is­sued by the Sang­gu­ni­ang Pan­lung­sod. These cover var­i­ous ex­pen­di­tures in­cluded in the sup­ple­men­tal bud­gets pre­vi­ously re­quested by the City Mayor.
