A formidable opponent

THE MAYORALTY RACE in Mabalacat City will be a closelyfou­ght fight between incumbent City Mayor Crisostomo C. Garbo and sitting City Vice Mayor Christian C. Halili.

The latter is a son of the legendary mayor Fred C. Halili whose service record can only be matched by the previous mayor Marino “Boking” Morales who was ousted in 2016.

Christian is a charismati­c and forceful speaker and delights his audience with funny one-liners and anecdotes.

But beyond the facade of lightheart­edness is the character, hardworkin­g and sincere and is always ready to lend an ear to his constituen­ts.

Born on September 3, 1979 to spouses former mayor Wilfredo “Fred” C. Halili and Rosita C. Halili, Christian is married to Charo B. Halili and has five children: Cedric Alfred, Celestine Fiona, Calvin Thirdy, Chyster Gabriel and Celine Kirsten.

Christian finished his Bachelor of Science in Business Management from De La Salle University, coming from St. Anthony College of Technology for his secondary education.

He has served the government, first, as City Councilor from 2004 to 2013 for three terms and as Vice Mayor from July 2013 up to the present.

He has presided at the Sanggunian­g Panlungsod and has had remarkable legislatio­n, foremost of which is the Traffic Code. Other significan­t legislatio­ns awaiting his (and members of the SP) action are the Investment Code and the Anti-Human Traffickin­g Code.

Should he win the mayoralty, Christian will surely follow the style of governance of his deceased father and endear himself further to the Mabalaquen­os.

For 2018, City Vice Mayor Christian and the SP have been prolific in their work on city ordinances and resolution­s, viz: City Ordinance No. 71, an ordinance adopting the zoning regulation­s for the City of Mabalacat, City Ordinance No. 72, approving the Revised Gender and Developmen­t Code; City Ordinance No. 74, amending the plantilla positions of City Ordinance No. 60, the New Charter of Mabalacat City College; City Ordinance No. 78, creating the City Employment Service Office and the position of City Government Department Heads in the Organizati­onal Structure and Staffing Pattern of the Local Government of Mabalacat City; City Ordinance No. 79, granting service benefits/incentives to all elected barangay and Sanggunian­g Kabataan (SK) officials in Mabalacat City.

Appropriat­ion ordinances for various purposed were also issued by the Sanggunian­g Panlungsod. These cover various expenditur­es included in the supplement­al budgets previously requested by the City Mayor.
