STRENGTHENING RESEARCH AND POLICY

To strengthen the culture of research further and support policy interventions, the Department of Education will be conducting the 2019 Research O’Clock Forum, which primarily seeks to promote the uses of research results and evidence in decision-making, program designing and implementation, plan formulation and adjustment.
It specifically aims to provide a venue for DepEd offices to learn from researches done by different sectors and organizations, and promote open discussions and continuous learning experience for education leaders, researchers, policy makers and educators in the basic education sector.
This monthly research forum aims to “provide a platform to share evidence in basic education sector and engage various stakeholders in meaningful discussions on the issues, concerns, and problems” that affect the “delivery of quality, accessible, relevant, and liberating basic education to the Filipino learners” which is the core of the 10point agenda of the DepEd leadership.
DepEd’s policy interventions guide all governance levels to strengthen the internal processes and systems towards evidence-based decision-making.
Because times are changing brought about by developments in ICT and in the international scene, it is incumbent upon officials of the Department of Education to ensure that they are able to analyze what is happening, and try to influence the policies of the department because whatever they do, will impact the children.
The Policy Development Process (DepEd Order No. 13, s. 2015) provides for systematic, evidence-based, and participatory mechanisms that are supported by the adoption of the Basic Education Research Agenda (DepEd Order No. 39, s. 2016) and establishment of Research Management Guidelines (DO 16, s. 2017).
Being mandated by Republic Act No. 9155 otherwise known as the Governance of Basic Education Act of 2001, the Department of Education has already undertaken education researches that served as the bases for necessary reforms and development. These policy interventions are expected to have guided all governance levels to strengthen the internal processes and systems towards evidence-based decision-making.
