The gov­er­nor told the 1,500 cancer pa­tients at the Bren Z. Guiao Con­ven­tion Cen­ter that this law al­lows for a Na­tional Health Se­cu­rity Pro­gram that man­dates univer­sal health care cov­er­age and ben­e­fits for all Filipinos.
