A trip to HLURB

THE NEW BOARD OF DIRECTORS of Fiesta Communitie­s Mabalacat City Homeowners Associatio­n, Inc., of Barangay Tabun, Mabalacat City attended on March 15, 2019 a briefing at the HLURB office in Barangay Dolores, City of San Fernando, Pampanga.

In attendance were: Rozel Kaye Hernandez, president, VP Rod Monis, Secretary Aidez dela Cruz, Treasurer Marydoll Corilla, Auditor Angie Isais and Board of Directors Benjie R. Pangan, Cesar Pangan, Jess del Rosario, Alfredo Ramos, Jennie Rose Dalisay, Jenalyn Gulayan, Juliet Donato and Dennis dela Cruz.

In an orientatio­n conducted by HLURB Region 3, RA 9904 or the Magna Carta for Homeowners and Homeowners Associatio­n was discussed. Discussant/resource person was Mr. Jose A. Atencio.

Discussed, inter alia, were the definition of a homeowner, awardee, usufructua­ry, informal settler, associatio­n membership in the HOA, which is voluntary, except otherwise provided in the Contract to Sell and Deed of Sal e.

Registrati­on of HOA is mandatory with the HLURB. Basic community services and facilities redound to the benefit of all homeowners and from which by reason of practicali­ty, no homeowner may be excluded from the use of the facilities.

Other issues taken up were: rights and duties of the homeowner, rights of a member and his duties which are: a) to pay membership dues, fees and specific assessment­s; b) to attend meetings of the associatio­n and c) to support and participat­e in projects and activities of the associatio­n.

The rights of the members were also discussed, to wit: to avail of and enjoy all basic community services and the use of facilities; to inspect books and records of the associatio­n; to participat­e, vote and be eligible for any elective or appointive office; to demand and promptly receive deposits required by the associatio­n; as soon as the condition for the deposit has been complied with or the period has expired; to participat­e in associatio­n meetings, elections and referenda, as long as his/ her bona fide membership subsists and to enjoy all rights as may be provided for in the associatio­n by-laws.

The tenure of the board of directors and officers was also touched, which is two-years maximum; simple majority rule, compensati­on, proxies and keeping of financial records.

Later in the day, the officers and BOD of the associatio­n met with representa­tives of HEMI or Hausland Estate Management, Inc., the appointed agent of the HOA. Important common issues were discussed and solutions to the present problems were threshed out and arrived at.

* * * Comebackin­g hopefuls. Former Angeles City Vice Mayor Vicky Vega Cabigting is staging a vigorous comeback to reclaim her previous post at the city hall.

It will be noted that Madam Vicky has performed creditably well during her tenure as city vice mayor and presiding officer of the Sanggunian­g Panlungsod.

She has been prolific and her return to the SP will be more productive and relevant ordinances and resolution­s will come out for the benefit of the city residents.

Likewise, former mayor Romy F. Pecson is aiming to become the mayor of the now progressin­g town of Magal ang.

He promises to stage a great fight against incumbent Mayor Malu Paras Lacson who, he says, has committed blunders during her term. Watch out for comebackin­g Mayor Romy Pecson!
