Olongapo City allows motorcycle backriding

OLONGAPO CITY -- The city government of Olongapo is now allowing motorcycle backriding within its jurisdicti­on amid the implemente­d General Community Quarantine.

Mayor Rolen Paulino Jr. said they will provide an Angkas Pass for residents choosing to backride in a motorcycle given they will meet necessary requiremen­ts.

“Since we saw the need of married couples or family members to use their motorcycle­s during work-related purposes or other essential travels, we are now allowing motorcycle backriding in the city,” Paulino said in a statement.

In an Executive Order issued Thursday, a single Angkas Pass shall be required for both the motorcycle rider and up to two designated backriders during the travel.

Paulino stressed that the policy will not violate the required physical distancing as they will only allow persons who are living in the same household as the driver for the pass.

Angkas Pass is only applicable for workrelate­d activity or access to essential needs such as food, medicine and medical ser v i ces. The backrider must also be an allowed person outside residence at the time of travel.

The special pass will be issued by the Office of the City Mayor upon submission of a driver’s license and Official Receipt and Certificat­e of Registrati­on (OR/ CR); barangay certificat­ion that the driver and the two designated backriders are living under the same household; and a colored 2x2 photo of the designated driver and the back r i der s.

Misuse of the Angkas Pass will be dealt with in accordance with existing laws or ordinance pertinent to the observance of medical and safety standards and shall result in immediate revocation of the pass.
