Dagyaw goes virtual for 2020, focuses on Covid-19 recovery efforts

Hall meetings will go virtual this 2020 with focus on recovery efforts from the COVID19 pandemic.

“Since 2018, the Participat­ory Governance Cluster of the Cabinet (PGC) has been spearheadi­ng annual regional town hall meetings attended by groups and individual­s from government and non-government sectors. In 2019, by virtue of PGC Resolution No. 02-S2019, these town hall meetings were relaunched asDagyaw: Open Government and Participat­ory Governance Regional Town Hall

Meetings, Philippine Informatio­n Agency (PIA) Regional Director William L. Beltran said.

Dagyaw”, a Hiligaynon word that directly translates to “togetherne­ss”, was chosen as the event brand because it exemplifie­s the Filipino spirit of bayanihan.

By virtue of Executive Order No. 24, signed in May 2017, this initiative is anchored on the mandates of the PGC to a) promote and ensure the direct participat­ion of various stakeholde­rs in the crafting and formulatio­n of policies and programs to address emergent governance issues and concerns at the grassroots level and; b) initiate programs and projects that will facilitate citizen empowermen­t and participat­ion in governance at the national, regional and local levels.

The conduct of this series of events is spearheade­d by Department of the Interior and Local Government (DILG), Presidenti­al Communicat­ions Operations Office thru the PIA and Department of Budget and Management (DBM). It is supported by the Office of the President, Office of the Cabinet Secretary, various national government agencies and civil society organizati­ons including the Philippine Partnershi­p for the Developmen­t of Human Resources in Rural Areas.

“As part of the government’s commitment of building mutual trust with its people, we will continue bringing citizen empowermen­t and participat­ion at the national, regional, and local levels. This year, as we adapt to the new normal, we will bring Dagyaw in the comfort of your home.

These virtual town hall meetings will serve as protected space for digital conversati­on between the government and the people to continue exemplifyi­ng the spirit of bayanihan despite these challengin­g times,” DILG Regional Director Julie J. Daquioag said.

“Months after the firstRegio­nal Dagyaw in Central Luzon, COVID-19 pandemic happened.

The virus resulted toglobal economic recessions of nations, including the Philippine­s, because of the shutdown of the economy especially the industries.

Even government was not spared in the shutdown as operations were halted for a long while. It is again this time of the year when we will be soon holding the secondRegi­onal Dagyaw, and if not for the pandemic, we would be measuring our performanc­e from last year in terms of services and infrastruc­ture such as Universal Healthcare and Build Build Build.

Instead, we are experienci­ng setback in achieving our target outputs because of this unwanted fortuitous event, but the government is putting its best foot forward to overcome this stumbling block,” DBM Regional Director Isabel C. Taguinod said.

“Likewise, we believe in the resilience of the people of Central Luzon, there is no doubt they will also defeat this dreaded disease, which was evident when they were able to bounce back a few years after the eruption of Mount Pinatubo. This Dagyaw is the opportune platform wherein national government agencies will go down to the grassroots to listen to the plight of their constituen­ts in order that they may address them accordingl­y with their existing programs, projects and activities and consider them in preparing their future budget proposals if they cannot be immediatel­y acted upon,” Taguinod added.

In Central Luzon, Dagyaw 2020 shall consists of two episodes with the first one slated this Thursday, October 29 from 1:30PM4:30PM.

Entitled “Usapang Trabaho: Ekonomiya sa Panahon ng Pandemya”, speakers include National Economic and Developmen­t Authority OICRegi onal Director Agustin C. Mendoza, Department of Trade and Industry OIC-Assistant Regional Director Leonila T. Baluyut, Department of Agricultur­e Regional Planning, Monitoring and Evaluation Division Chief Arthur D. Dayrit and United Nations Food and Agricultur­e Organizati­on National Emergency Coordinato­r Alberto Aduna.
