San Fernando among pilot LGUs for ‘devolution transition plans’

CITY OF SAN FERNANDO---The Local Government of San Fernando was chosen as one of the pilot testing sites of the draft guidelines on the preparatio­n of local government units Devolution Transition Plans (DTPs).

DTPs will be issued by the Department of Budget and Management, and Department of Interior and Local Gover nment .

On Friday, San Fernando’s representa­tives attended an online orientatio­n workshop organized by the Bureau of Local Government Developmen­t (BLGD) to better prepare the city government for the transition to full devolution starting 2022.

Executive Order No. 138 mandated the transfer of functions, services, and facilities from national government to the LGUs not later than the end of 2024.

The local government­s will also have more funds starting 2022 as a result of the “Mandanas Ruling” which entitled LGUs to bigger allocation­s including a share of all national taxes.

For his part, Mayor Edwin “EdSa” Santiago already formed an LGU Devolution Transition Committee (LGU DTC) which shall be responsibl­e for the "preparatio­n, implementa­tion, and monitoring of the LGU DTP in coordinati­on with National Government Agencies ( NGAs) ."

Joining San Fernando in the pilot activity are the municipali­ties of Guagua in Region 3 and Malungon, Sarangani in Region 12.

ANGELES CITY --- The local government unit (LGU) has distribute­d emergency kits to residents of Barangay Sapangbato in line with the observance of the Disaster Resilience Month.

Rudy Simeon, head of the Angeles City Disaster Risk Reduction and Management Office (ACDRRMO), led the distributi­on of Emergency Medical Service (EMS) Trauma Bag yesterday.

He was joined by ACDRRMO personnel, City Councilors Marino Bañola, Raco Del Rosario and JC Aguas.

Simeon said the city government will also distribute EMS Trauma Bags to the other 32 barangays.

With the theme, “Maging Listo, Laging Handa sa Panahon ng Sakuna”, Mayor Carmelo "Pogi" Lazatin Jr. said the awarding of EMS Trauma Bags to the 33 barangays of the city is aimed to encourage residents to prioritize disaster prevention and preparedne­ss.

Inside the EMS Trauma Bag are gauze pads, cotton balls, alcohol swab, iodine swab stick, micropore tape, leucoplast, elastic bandage, tweezers, hot packs, cold packs, sam splint, trauma scissors, set of oropharyng­eal airway, bag valve mask, stethoscop­es, pulse oximeter, thermal blanket, BP apparatus set, and thermomete­r.
