Mawawala na ang tubig baha sa loob ng Camp Olivas?
Sa loob nang 33 na taon nagkokober ang Dateline sa Camp Olivas, tuwing may bagyong darating sa bansa tiyak magkakaroon ng baha sa loob ng Police Regional Office-3 (PRO3) headquarters.
Ang baha sa loob ng Olivas noong 1990 halos umaabot sa baywang ang lalim ng tubig baha.
Kaya simula ng nasabing taon, hindi na nawawala ang tubig baha sa Olivas.
Nito lang 2019 hindi na naging malalala o hindi na gaanong binabaha ang Olivas.
Natatandaan ng Inyong Lingkod, nagbabangka pa ang ilang police officers upang makapasok sa kani-kanilang tanggapan sa headquarters dahil hanggang baywang ang tubig baha.
Maging ang Dateline, naranasan ang pagsakay sa bangka upang makapunta lamang sa tanggapan ng Public Information Office-3 na kung saan nag-iistay ang mga reporters.
Ito ang naging tanggapan ng mga reporters noon upang makakuha ng mga reports sa iba't ibang lalawigan at lungsod sa Gitnang Luzon.
Sakop din ng PRO3 ang lalawigan ng Aurora na pinakamalayong provincial office sa Region 3.
Naging malalala ang tubig baha sa loob ng Olivas nang rumagasa ang lahar at doon lalong nabarahan ang mga kanal sa loob nito at maging ang daluyan sa labas ng Kampo. Naging catch basin na noon ang Camp Olivas.
Hindi na magkakaroon ng tubig baha sa loob ng kampo makaraang natapos na ang road network at drainage system sa kampo na ipinagawa ng Department of Public Works and Highways (DPWH).
Noong Lunes (Aug. 23) pinasinayan ang nasabing proyekto nina DPWH Sec. Mark Villar at PATROL Partylist Rep. Jorge Bustos.
Si Brig. Gen. Valeriano De Leon, PRO3 director ang nakapagpaayos ng nasabing suliranin sa baha sa kampo. Kanyang nilapitan ang DPWH at kay Patrol Partylist para sa nasabing proyekto.
Marami pa rin ginagawang proyekto ang DPWH kagaya ng PRO3 Multi-pupose hall na nasunog noong July 2020. At iyon naman ginagawang PRO3 Service ay pinondohan ni Bustos.
Sa pamamagitan ni BG De Leon nawala na ang pagbaha sa loob ng PRO3 headquarters tuwing rainy season.
Binulungan ako ng ilang police officers, sana daw ipagawa din ni Sec. Villar ang lubak-lubak na kalsada magmula sa Barangay Tagulod hanggang sa harapan ng Gate ng PRO3.
Hindi na madaanan ng mga motorista ang lane sa kanan patungong gate ng Olivas dahil sa sobrang lalim ng mga lubak.

skills, jobs, investments, education, global collaboration, preserving the Earth you will inherit. This country needs to go beyond the old generation's excess baggage. Everyone's pulling down one another to get ahead at the expense of the Filipino nation. The old generation lives in a world where we think we know best but not in this new world.
The important question to ask is not whether our leaders have the skills, [rather] whether they have skills of the future.
In a July 2021 research of McKinsey involving 18,000 respondents around the world, they have identified four areas and its components as Deltas (distinct elements of talent) – factors beyond skills and attitudes that every country should seek to develop among their citizens in order for them to thrive in the Information Age.
There are four aspects of Deltas. First is selfleadership, which includes self-awareness and selfmanagement, understanding own emotions and triggers, self- control and regulation, understanding own strengths, integrity, self-motivation and wellness and self-confidence. Under it falls entrepreneurship, courage and risk-taking, driving change and innovation, energy, passion and optimism, breaking orthodoxies, goals achievement, ownership and decisiveness, achievement orientation, grit and persistence, coping with uncertainty and self – development.
Next Delta is digital which includes three aspects, namely, digital fluency and citizenship (digital literacy, digital learning, digital collaboration and digital ethics), software use and development (programming literacy, data analysis and statistics and computational and algorithmic thinking) and understanding digital systems (data literacy, smart systems, cybersecurity literacy and tech translation and enablement).
The third Delta is cognitive which include critical thinking (structured problem solving, logical reasoning, understanding biases, and seeking relevant information), communication (storytelling and public speaking, asking the right questions and synthesizing messages), planning and ways of working (work- plan development, time management and prioritization, and agile thinking) and mental flexibility (creativity and imagination, translating knowledge to different contexts and adopting a different perspective).
The fourth Delta is interpersonal which include mobilizing systems (role modeling, winwin negotiations, crafting an inspiring vision, organizational awareness), teamwork effectiveness (fostering inclusiveness, motivating different personalities, resolving conflicts, collaboration, coaching and empowering) and developing relationships (empathy, inspiring trust, humility and sociability).
In my next column, I will share the results of the research, especially the recommendations of McKinsey as to how countries can better prepare their workforce.
But for now I ask Gen Z to stand up for themselves and understand that our leaders need a new set of Deltas to navigate the future effectively.
