GM REYNALDO LIWANAG has rendered some 43 years of his productive and profession­al life with the Angeles City Water District.

An engineer by profession, he has steered well the management and operations of the water district. So far, he has made the water facility financiall­y viable till its takeover by Prime Water Venture, which is owned by the Villar family.

Taking over from GM Romeo P. Calara, now deceased, GM Rey has seen through the increase in the number of concession­aires and more are listed as customers of the water facility.

The late GM Romeo P. Calara has set the rightful direction of Angeles City Water District with his successor, GM Rey, fortifying the facility's operationa­l management and financial stability, which is once owned by the Angeles City government.

GM Rey is scheduled to retire from government service in October 2021. He hopes that Prime Water may yet hire him as Consultant, given his experience and expertise.

The Board of Directors is now being chaired by Edgar Lopez and its membership is basically the same in the Prime Water Joint Venture agr eem en t .

The spectre of a hard management of the forthcomin­g election looms larger as the Comelec struggles to provide a clearer picture of what to do and expect for the coming electoral exercise as the face-to-face mass gathering of voters is strictly prohibited by the pandemic health protocols.

Already, former mayor Marino "Boking" Morales is mulling his options. A probable contender is Diosdado "Deng" T. Pangilinan, a member of the local media, who is gunning for Mayor of Mabalacat City.

This is a bold albeit an astute move for Deng as he is ranged against the political legend (Morales) and incumbent Mayor Crisostomo C. Garbi.

As we well know, financial resources and logistics will dictate the outcome of the election.

With the current limitation­s of the voting process, social media will play a significan­t role in the exercise.

Over at Angeles City, Mayor Carmelo "Pogi" Lazatin will still lord it over in the election, what with his wide and deep network, manpower and logistics.

Incumbent Councilor Joseph "PG" Ponce might run for another term. Ditto with Councilor Alfie Bonifacio and others. The revolution­ary government idea of Joseph Ponce remains active in his bucket list.
