K – 12 CURRICULUM PROGRAM TO BASIC EDUCATION – LEARNING CONTINUITY PLAN

In R. A. 10533: ENHANCED BASIC EDUCATION ACT OF 2013, also known as the K to 12 Curriculum Program, the state shall establish, maintain and support a complete, adequate, and integrated system of education relevant to the needs of the people, the country and soci et y-at -l ar ge.

It encompasse­s of at least one (1) year of kindergart­en education with an entrant age of at least five (5) years old, six (6) years of elementary education with a usual entrant age of six (6) years old, and six (6) years of secondary education, in that sequence. Secondary education includes four (4) years of junior high school and two (2) years of senior high school education with twelve (12) and sixteen (16) years old as typical entrant age, respective­ly.

Basic education shall be delivered in languages understood by the learners as the language plays a strategic role in shaping the formative years of learners. For kindergart­en and the first three (3) years of elementary education, instructio­n, teaching materials and assessment shall be in the regional or native language (mother or first language) of the learners. The Department of Education (DepEd) shall formulate a mother language transition program from Grade 4 to Grade 6 so that Filipino and English shall be gradually introduced as languages of instructio­n until such time when these two (2) languages can become the primary languages of instructio­n at the secondary level.

Even before the COVID-19 pandemic, the full implementa­tion of this curriculum program has its own challenges in which the internal and external stakeholde­rs are committed to resolve. This added to the onset of the pandemic, where no one was fully prepared to embrace its challenges: from the suspension of the opening of classes; traditiona­l face-toface to alternativ­e delivery modalities (online, modular, blended, TV/Radio-based Instructio­ns, and homeschool­ing) teaching-learning process; inadequate teaching-learning materials; unprepared administra­tors, teachers, parents, and Local Government Units, in which the delivery of quality education was greatly affected. That being said, the Department of Education developed BASIC EDUCATION – LEARNING CONTINUITY PLAN (BE-LCP), a package of education interventi­ons that will respond to basic education challenges brought by the COVID-19 pandemic.

The said plan comprises: adoption of the Most Essential Learning Competenci­es (MELCs); creation of the Learning Resources and Platforms Committee; Alternativ­e Delivery Modalities; Learning Resources Management and Developmen­t System; Adaptation­s for Learners With Disabiliti­es; Assessment; and Alternativ­e Learning System.

As DepEd embraces the transition from “new normal” back to “normal” education up, the department is considerin­g the limited face-to-face through its pilot testing until schools are permitted to conduct the said delivery mode accordingl­y.
