In R. A. 10533: ENHANCED BASIC EDUCATION ACT OF 2013, also known as the K to 12 Curriculum Program, the state shall establish, maintain and support a complete, adequate, and integrated system of education relevant to the needs of the people, the country and soci et y-at -l ar ge.
It encompasses of at least one (1) year of kindergarten education with an entrant age of at least five (5) years old, six (6) years of elementary education with a usual entrant age of six (6) years old, and six (6) years of secondary education, in that sequence. Secondary education includes four (4) years of junior high school and two (2) years of senior high school education with twelve (12) and sixteen (16) years old as typical entrant age, respectively.
Basic education shall be delivered in languages understood by the learners as the language plays a strategic role in shaping the formative years of learners. For kindergarten and the first three (3) years of elementary education, instruction, teaching materials and assessment shall be in the regional or native language (mother or first language) of the learners. The Department of Education (DepEd) shall formulate a mother language transition program from Grade 4 to Grade 6 so that Filipino and English shall be gradually introduced as languages of instruction until such time when these two (2) languages can become the primary languages of instruction at the secondary level.
Even before the COVID-19 pandemic, the full implementation of this curriculum program has its own challenges in which the internal and external stakeholders are committed to resolve. This added to the onset of the pandemic, where no one was fully prepared to embrace its challenges: from the suspension of the opening of classes; traditional face-toface to alternative delivery modalities (online, modular, blended, TV/Radio-based Instructions, and homeschooling) teaching-learning process; inadequate teaching-learning materials; unprepared administrators, teachers, parents, and Local Government Units, in which the delivery of quality education was greatly affected. That being said, the Department of Education developed BASIC EDUCATION – LEARNING CONTINUITY PLAN (BE-LCP), a package of education interventions that will respond to basic education challenges brought by the COVID-19 pandemic.
The said plan comprises: adoption of the Most Essential Learning Competencies (MELCs); creation of the Learning Resources and Platforms Committee; Alternative Delivery Modalities; Learning Resources Management and Development System; Adaptations for Learners With Disabilities; Assessment; and Alternative Learning System.
As DepEd embraces the transition from “new normal” back to “normal” education up, the department is considering the limited face-to-face through its pilot testing until schools are permitted to conduct the said delivery mode accordingly.
