DI LG l auds EdSa's l eader shi p in devolution transition plans

CITY OF SAN FERNANDO— Department of Interior and Local Government Pampanga Director Myrvi Apostol-Fabia recognized Mayor Edwin “EdSa” Santiago’s dedication and excellent leadership in formulatin­g the Local Government Unit Devolution Transition Plans ( LGU-DTPs) .

Fabia conferred the Certificat­e of Appreciati­on to the LGU during the Mandanas-Garcia ruling awarding ceremony dubbed as “TALAKAD: Pagtindig at Pagtugon sa Hamon ng Debolusyon” held on December 14, 2021.

San Fernando was one of the four cities in Pampanga to have submitted their LGU-DTP on time.

The LGU also became one of the pilot cities for DTPs and received technical assistance from the national government agenci es.

“The City of San Fernando is one with the national government in the goal of effecting full devolution of functions to the local government units. We thank the national government agencies, especially the Department of Budget and Management (DBM) and the DILG, in extending technical assistance throughout the process of the DTP formulatio­n,” Santiago said.

In August, Santiago formed the LGU Devolution Transition Committee (LGU-DTC) after the DILG and DBM released Joint Memorandum Circular 2021-1 or the Guidelines on the Preparatio­n of Devolution Transition Plans of LGUs in support of full devolution under Executive No. 138.

On November 08, the

Office of the Sanggunian­g Panlungsod passed Resolution No. 2021168, adopting the Devolution Plan of the City of San Fernando for the year 2022-2024.

On November 11, the LGU submitted its comprehens­ive DTP.

“With this comprehens­ive plan, it is our hope that the City’s vision of becoming the model city of countrysid­e developmen­t materializ­es effectivel­y, in consonance with the principles of efficient l ocal autonomy,” Santiago said.

In her message, Fabia commended the local government­s for bravely standing up to the challenge of local governance especially in the preparatio­n and of full devolution.

"Marami man po tayong hinarap ay hindi pa po nagtatapos dito ang ating mga tungkulin. Sa susunod na mga panahon ay haharap tayo sa mas maraming pagbabago kaya umaasa kami na mananatili tayong dedikado sa ating mga gampanin. Sa lahat ng ating gagawin, lagi po nating piliin na mahalin at paglingkur­an ang ating bayan,” Fabia remarked.

The transition to full devolution will commence in 2022 as a result of the Mandanas-Garcia ruling which provides that the LGUs shall have a just share in the national taxes.

This will give the LGUs more powers, authority, responsibi­lities, and resources in fully realizing local autonomy.
