Nahimong balaod bisan way pirma sa presidente

Dunay mga balaudnon nga gipasar sa Kongreso nga nahimong balaod bisan kon wa kini pirmahe sa Presidente. Subay kini sa Section 27, paragraph 1, Article VI (The Legislative Department), 1987 Constitution.

Kon i-veto kini sa Presidente, ang two-thirds sa mga sakop sa House nga gigikanan niini mahimong mo-override sa veto.

“If, after such reconsideration, two-thirds of all the Members of such House shall agree to pass the bill, it shall be sent, together with the objections, to the other House by which it shall likewise be reconsidered, and if approved by two-thirds of all the Members of that House, it shall become a law. In all such cases, the votes of each House shall be determined by yeas or nays, and the names of the Members voting for or against shall be entered in its Journal,” dugang pa niini.

Apan gihatagan lang sa Konstitusyon ang Presidente og 30 ka adlaw aron mo-aksyon sa balaudnon nga gipresentar kaniya kay mahimo kining balaod kon wa siyay aksyon nga pagahimuon. Ang samang probisyon nagkanayon, “The President shall communicate his veto of any bill to the House where it originated within thirty days after the date of receipt thereof; otherwise, it shall become a law as if he had signed it.”

Mao kini ang nahitabo sa Republic Act No. 11900, ang Vaporized Nicotine and Non-Nicotine Products Regulation Act. Gipasar niadtong Mayo 25, 2021 sa House of Representatives ang House Bill (HB) 9007 sa ikatulo ug kataposang pagbasa sa boto nga 195 ang pabor, 34 ang supak ug upat ang abstention.

Way aksyon nga gihimo ang outgoing president, si kanhi Presidente Rodrigo Duterte. Sama nga way aksyon ang bagong nilingkod nga pangulo, si Presidente Ferdinand Marcos Jr. Wa aprobahi, wa sab i-veto.

Busa subay sa Batakang Balaod, ang maong balaudnon awtomatik nga nahimong balaod niadtong Hulyo 25, 2022, 30 ka adlaw human kini ipadala sa Kongreso ngadto sa Office of the President.
