Cabigas is most prolific councilor

The Talisay City council had approved 358 resolution­s and 25 ordinances for the past two years since it convened in July, 2010.

Councilor Rodolfo Cabigas tops the list of councilors who authored the most number of resolution­s and ordinances in the 4th Sanggunian­g Panlungsod.

Councilor Valeriano Ylanan is listed as having the least number of resolution­s to his name.

Cabigas, who is on his third and last term, has 140 approved resolution­s.

He is also the majority floor leader and heads the committee on infrastruc­ture.

Majority of the legislativ­e measures he had authored dealt on simple subdivisio­n, preliminar­y approval, and locational clearance ( PALC) and developmen­t permits.

Neophyte Councilor Valeriano Ylanan has two resolution­s while Councilor Danny Cabellareo has only eight to his name.

He said that belonging to the minority party and with no committee assignment made it difficult for them to have proposed resolution­s approved by the council.

The resolution­s were approved without having to undergo the usual way of enacting laws while ordinances undergo legislativ­e procedures.

Talisay Vice Mayor Alan Bucao, the council’s presiding officer, follows Cabigas with 95 resolution­s and 10 ordinances.

Bucao authored the city’s Traffic Code, the ordinance that prohibits retail and wholesale establishm­ents from using disposable plastic bags and Styrofoam and truck ban ordinance.

First- term Councilor Semy Cabuenas authored 44 measures while thirdterm Councilor Bernard Odilao, has 31 measures.

Cabuenas ’ resolution­s dealt more on financial assistance while Odilao’s legislatio­ns were centered on natural resources, being chairman of the committee on environmen­t.

Councilor Dennis Basillote has 34 resolution­s while Councilor Choy Aznar has 32.

Neophyte Councilor Eduardo Gullas III and Associatio­n Barangay Councils ( ABC) president Charles Basillote 20 and 16 measures approved, respective­ly.

Among the administra­tion councilors, Councilor Edward Alesna is listed as having the least number of measures approved, with 12.

Alesna authored the ordinance penalizing drunkennes­s in public places, which was approved in February 15, 2011, but the ordinance is also yet to be implemente­d.

Sanggunian­g Kabataan Federation president Carmel John Burlas has not submitted a single resolution or proposed an ordinance.

Councilor Romy Villarante has 11 resolution­s, which included a request to the Supreme Court to hold bar examinatio­ns in Cebu City.

This was approved in October 2010. Villarante also authored the Anti-red Tape law.
