Ramon D. Abellanosa Drive.

It is the access road at the Sunrise Village in Poblacion, Pardo, Cebu City, leading from the corner of Natalio B. Bacalso Avenue towards Sitio Tugas of the same barangay. Ramon D. Abellanosa, was a native born Pardohanon. During his lifetime, he was a well-known orator, publisher-writer not only in Cebu but also throughout the Visayas and Mindanao.

He served the Cebu City government in different capacities both as an appointive and elective official such as City Councilor and Acting Vice Mayor (Council President) for a number of years. He succeeded Ramon Duterte, the Vice Mayor at that time who became Mayor when Sergio Osmeña in 1957 resigned as mayor to run for congressma­n. Ramon served as Acting President of the Municipal Board of Cebu City or what is presently equivalent to the position of Vice Mayor from September 13, 1957 to 1958.

Ramon was the son of Baldomero. His works among others were: “Ganghaan sa Lubong” (1926) and “Binuno sa Palad” (1926). By virtue of City Ordinance No. 1399 sponsored by Councilor Arnulfo Reroma Ravina approved on May 20, 1991 and signed by Mayor Tomas R. Osmeña on May 29, 1991, the City named the street in honor of a member of one of the biggest clans in Pardo, the Abellanosa­s.

As President (Vice Mayor) of the Cebu City Council, he was responsibl­e for the enactment of a city ordinance dated April 13, 1959, an ordinance that reflects that decades ago traffic was already an issue. The ordinance was entitled: Ordinance No. 252, “An ordinance designatin­g specific streets in the City of Cebu as one-way streets for vehicular traffic only.” It is interestin­g to note that the ordinance mandates that certain streets were designated as one-way for vehicular traffic from 6:00 a.m.to 9:00 a.m.

Another interestin­g ordinance enacted during his term was City Ordinance No. 251 entitled “An ordinance regulating the activities of passenger dispatcher­s and requiring them to pay license fees.” Presently, an ordinance penalizes dispatchin­g.
