Ouano seeks review of some exec bodies

- Gregg M. Rubio/FPL

Provincial Board Member Thadeo Ouano is seeking review of all ways and means related matters at the Capitol.

Ouano presented to Cebu Gov. Hilario Davide III his unsolicited ideas as he assured the governor of his willingness to discharge his duties in the several executive bodies where he is a member on account of his being the chairman of the PB committee on ways and means.

“This committee interfaces with several of your executive and administrative bodies in relation to asset management and revenue generation,” Ouano said.

On the rental rates, Ouano said that he has been informed that the rental rates are not updated and most importantly, not uniform. Presently, he said that there is no complete tabulation of all the income from lease contracts which can easily be compared.

Ouano proposed that the Economic Enterprise Council can be tasked to look for ways to put real estate assets to maximum use. The Cebu South Bus Terminal can still be maximized revenue-wise without increasing rates but creating new opportunities, said Ouano.

Ouano pointed out that a quick inspection of the CSBT would readily show that there are many unused spaces and stalls.

On water assets, Ouano said that he has been hearing the lament of the local government units of non-existence of a water laboratory that can serve the towns and cities.

He said that proper management of water resources can be thoroughly studied, although it will spell out small incremental income but very laudable public service.

“I am continuously tasking my staff to review, revisit and propose changes not only to improve and maximize income but ideally to also drastically change the kind and quality of service that we render,” Ouano said in his letter to Davide.

Ouano added that should Davide convene any of the bodies especially the EEC, he and his staff will be ready to share with the burden.—
