Gov. Manuel Roa Street, Cebu City
It is the street formerly named as Kamuning Street within the Cebu Heights Subdivision, within the Capitol Site, Cebu City.
The honoree was Governor of Cebu from 1912 to 1922. He was given the task of rebuilding Cebu during the devastating typhoon of 1912 in the month of October. Four hundred lives were lost and another four hundred houses were wrecked by the typhoon. It was during his term that Compostela was reestablished into Municipality on Jan. 17, 1919. It was also Governor Roa who petitioned the establishment of the University of the Philippines Cebu on Apr. 30, 1918. The UP Board of Regents approved the opening of the Junior College of Liberal Arts on May 3, 1918. He also served as president of the then Municipality of Cebu.
He was also one of those who formed part of the City Council of Cebu when it was inaugurated as a Charter City on Feb. 24, 1937. The Cebu City Council on Sept. 10, 1968 enacted City Ordinance No. 635 renaming Kamuning Street to Gov. Manuel Roa Street.
However the Cebu City Council on July 5, 1977 enacted City Ordinance No. 974 renamed Kamuning Street to Manuel A. Zosa Street. The honoree was a distinguished and respected member of the legal profession. He had taken the case of the underprivileged and had deported himself to the Bench and the Bar in an irreproachable manner and inspired many younger practitioners to follow in his footsteps. He was also elected for several terms as member of the House of Representatives representing the old 6th District of Cebu. It was he who authored the conversion of Toledo, Cebu into a City, which was approved on June 19, 1960 under Republic Act 2688.
The ordinance contradicted with the previous ordinance renaming Camoning Street to Gov. Manuel Roa Street. The City Council then enacted City Ordinance No. 1749 on Mar. 3, 1999 on motion of Councilor Jocelyn G. Pesquera entitled " An Ordinance Expressly Repealing Ordinance No. 974, entitled, an Ordinance Renaming Kamuning Street, this City to Manuel Zosa."
Therefore the correct name of the renamed " Kamuning Street" is Gov. Manuel Roa and not Manuel Zosa Street. The ordinance was approved by then Mayor Alvin B. Garcia on Mar. 16, 1999.
