No pay assurance for non-teaching staff

- — Garry B. Lao

Some 30 non-teaching personnel of Talisay City College are working under a climate with no assurance of getting paid.

This was explained by city administrator John Yre De los Reyes after receiving the approved resolution of the city council asking Mayor Johnny De los Reyes to immediately release the salaries of the non-teaching personnel for January and February.

Copy of the resolution was received by the mayor's office Monday afternoon.

The non-teaching personnel, represented by Wendy Labajo, sought the assistance of the members of the city council to help them withdraw their salaries amounting to over P260,000.

"It is imperative that the non-teaching personnel shall be afforded with what is due them since services have already been rendered and that they shall be entitled to be provided with such right," the approved city council resolution read.

But John Yre explained that when acting TCC president Ritchel Bacaltos contract "expired" last December 31, the contract with non-teaching personnel also lost effect.

He said that the workers were already notified of not getting paid if they fail to complete the contract that the employees should sign on.

"Where is the contract? Their contract expired last December, so they needed to sign another contract but they did not," John Yre said. He, however, said that they are not barring the non-teaching personnel to reapply under the new administration.

" Wala man ta miingon ba nga if mo- reapply sila, dili nato sila i- rehire," he added.

Last Feb. 27, De los Reyes invited the non-teaching personnel for a meeting and asked them to sign a contract until February so they could get their two-month salaries.

They, however, refused to sign the contract believing that doing the same would constitute resignation on their part.

City budget officer Edgar Mabunay said he cannot release the honorarium because the budget office has not received any employment contract obligations.

The city budget has already appropriated the amount of P264,500 for the unpaid honoraria of the 35 job order and non-teaching personnel at the city college.
