Listahanan not a program but a data mgm’t system – DSWD

The Department of Social Welfare and Development-7 clarified that Listahanan is an information management system, not a social protection program or service.

Formerly known as National Household Targeting System for Poverty Reduction or NHTS-PR, Listahanan identifies who and where the poor are in the country.

“We would like to make it clear that even if you are already assessed by the enumerator, it does not guarantee that you will automatically become a beneficiary of any government program,” said DSWD- 7 director Mercedita Jabagat.

“All the collected information from the household will be encoded to a web application and will still be subjected to a Proxy Means Test or PMT,” Jabagat added.

PMT is a statistical model that estimates the income of a household based on the variables included in the family assessment form.

“We use the scientific way using the PMT because we want to identify the poor in the most objective, systematic and transparent manner,” Jabagat emphasized.

Households with estimated incomes that are equal to and above the latest provincial poverty thresholds will be considered non-poor and those with estimated incomes falling below the poverty thresholds will be considered poor.

“Once the household is identified as poor then they will be our potential beneficiaries for our social protection programs like the Pantawid Pamilyang Pilipino Program and will follow its program qualifications,” Jabagat further explained.

Aside from being identified as poor from Listahanan, a Pantawid partner beneficiary must have children aged 0-18 or have a pregnant member at the time of the enumeration and must be willing and able to comply with the conditionalities of the program as part of their co-responsibilities.

Listahanan’s second round of household assessment in Central Visayas will assess 1,016,269 households - 524,717 in Cebu; 240,134, in Negros Oriental; 232,625 in Bohol; and 18,794 in Siquijor.
