Charlene Cayetano Street, Cebu City

A street in Barangay Guba, Cebu City though officially unnamed but which was commonly known as "Sto. Niño Church Road" was renamed as "Charlene Cayetano Street."

Naming the barangay road after the Girl Scout awardee was to honor the late Charlene Cayetano, a native of Guba, who at the prime of her youth, met her untimely death while on board the ship, Princess of the Orient, which sank in the sea waters off the provinces of Batangas and Cavite on September 18, 1998.

Scout Cayetano, before the tragic incident, was among the seven girl scouts from Guba National High School, Cebu City who were conferred the Chief Scout Award from Senator Loi Ejercito (a Doctor of Medicine) in Manila, who at the time was the first lady of the country being the wife of then president now Manila Mayor Joseph "Erap" Estrada. Scout Cayetano was awarded for her valuable contributi­on to community developmen­t through a food production project in her barangay.

Scout Cayetano was likewise given an award, although a posthumous one, by the Australia-based First Philippine Eagle Group composed of Filipino boy and girl scouts for her achievemen­t and heroism in scouting.

The Cebu City Council deemed appropriat­e to perpetuate the memory of Scout Charlene Cayetano, who by setting an example to the youth becomes a symbol of leadership, diligence, and courage.

The street naming ordinance was sponsored by lawyer Edgardo Colina Labella, a member of the council (his first election was in 2004) who survived the sea mishap. Lawyer Labella was a co-passenger of Scout Cayetano and the other six girl scouts from Guba National High School. Labella, who miraculous­ly survived the sea accident was to fulfill his destiny of serving the Cebuanos through elective office.

Lawyer Labella who was admitted to the Philippine Bar on April 21, 1978 was director of the Office of the Ombudsman who after resigning from the government's tanodbayan office ran and won as member of the Cebu City Council in 2004. In 2013 he ran and was elected as vice mayor of Cebu City.

A street is named after Labella (a descendant of Rufo Colina in Mabolo, Cebu City) who started working in the government as legal officer of the Complaints and Investigat­ion Office of the president in Malacañang in 1978. A year after he was promoted as junior presidenti­al staff officer. For a year, he served as consultant of the National Institute of Science and Technology. On March 1980, lawyer Labella was appointed Special Prosecutor of the Office of the Tanobayan in Manila. He then transferre­d to Cebu, and became graft investigat­or of the Office of the Ombudsman-Visayas in 1992. Two years after, he was appointed director of the Office of the Ombudsman-Visayas and resigned from the office in 1998.

Labella is a product of the Mabolo Elementary School (batch 1963) and the University of the Visayas (high school, 1967) and Bachelor of Arts in Political Science (1971). Labella is a recipient of the "Paul Gullas Gold Medal" given in 1969. He finished his Bachelor of Laws at the University of San Carlos in 1977.

Edgardo, fondly called "Edgar," married Jocelyn Nicolas. They have two children, namely, Edgardo N. Labella II and Eugene Philippe N. Labella.

The street naming of the Charlene Cayetano Street is contained in City Ordinance No. 2027 and enacted by the City Council on October 13, 2004. Michael Lopez Rama, now city mayor was the vice mayor and presiding officer of the city council that approved the ordinance.

In 2010, Labella was conferred the "The Archdioces­e of Cebu's Humanae Vitae Award," an award conferred to pro-lifers, men and women who defend the sanctity of life as espoused by the Catholic Church.
