The grandfather and grandson governors of Cebu

-

For the record there is only one set of Grandfather whose grandson like him became a Governor of Cebu and that is Don Sergio Suico Osmeña and Emilio "Lito" Renner Osmeña. Since Cebu had its first Governor in 1899 in the person of General Arcadio Molero Maxilom of Tuburan, Cebu, it was only the Osmeña clan that holds the title of Grandfather and Grandson Governors of Cebu.

Gen. Maxilom was succeeded by Julio Llorente (the street in Cebu City is named after him and a town in Eastern Samar named after him) followed by Juan Climaco of Toledo, then in 1904 by the then young lawyer, Don Sergio Suico Osmeña Sr. (admitted to the Bar onApril 16, 1903) born on September 9, 1878. Don Sergio before becoming Governor of Cebu was appointed as Provincial Fiscal of Cebu.

In 1906, he vacated the Office of the Governor to run for the first election of the Philippine National Assembly. After winning the election he was chosen as the First Speaker of the National Assembly, with Don Manuel Quezon as his Majority Floor Leader. Don Sergio was Speaker from October 16, 1907 until 1922, as he ran for the Senate in 1922 up to November 15, 1935.

Don Sergio is the Founder of the Nacionalista Party. In 1935, Don Sergio was elected Vice President in the country's first Presidential Election with Manuel Quezon as his presidential tandem. In 1941, in order to preserve the party as what he did in 1935, refused to run for the Presidency, he was reelected then together with Quezon.

In 1944, he succeeded Quezon who died while on exile when World War II broke out, he was formally installed into office by General Douglas McArthur on the steps of the Leyte Provincial Capitol in Tacloban City, Leyte on October 1944. Don Sergio then became the 4th President of the Philippines (first was Gen. Emilio, followed by Quezon, then by Jose Laurel) and the 2nd President of the Commonwealth.

Don Sergio occupied Malacañan until May 28, 1946 when he was defeated by Manuel Acuna Roxas who was his senator in 1941 under the Nacionalista Party. Roxas left the Nacionalista Party and founded the Liberal Party together with Senator Elpidio Quirino who became his running mate in 1946.

The Grand Old Man of Cebu died on October 19, 1961 but his greatness did not end as a Grandson followed his footstep to become the first Grandson of a Governor of Cebu to occupy the same office.

The grandson is Emilio Mario Renner Osmeña Jr. (married to Annette Versoza) born on September 11, 1938, son of Dr. Emilio Osmeña Sr. and Ma. Luisa Renner (the founder-developer of Ma. Luisa Subdivision, considered as the first woman real estate developer in Visayas and Mindanao).

His father, Dr. Emilio who was a Lt. Colonel of the USAFFE died as a patriot, when he refused to collaborate with the Japanese Imperial Army, he was one of the first casualties of the Japanese atrocity during the war.

Emilio Mario more known as Lito was elected Governor of Cebu in the first election held after EDSA People Power Revolt in 1986. He occupied the Office of the Governor from June 30, 1988 to June 30, 1992. It was during his administration the people of Visayas and Mindanao heard the name, Cebu Boom.

In 1993, Lito became the Chairman of the Presidential Committee on Flagship Programs and Projects. Lito founded the PROMDI or the Progressive Movement for the Devolution of Initiatives.
