Higher perimeter wall for city jail pushed

To prevent the “smuggling” of contraband­s inside the city jail, the Cebu City government will elevate the existing perimeter wall which is located in between of the Cebu City Jail’s Male Dormitory and the Operation Second Chance Center in Barangay Kalunas

City Councilor David Tumulak said the constructi­on of the perimeter wall, which will be undertaken by Dakay Constructi­on, will start tomorrow.

“We are very thankful nga gi-accept sa Dakay Constructi­on ang request ni Councilor Margot (Margarita Osmeña) to shoulder the expenses sa pagpasaka sa wall para dili na makalabay og mga contraband­s. This is at no cost sa city nga lakang,” he said.

Tumulak said the move was after the confiscati­on of 156 packs of cigarettes, lighters, a pack of shabu, and plastic bags last Thursday.

Last Friday night, Operation Second Chance Executive Director Merlinda Metante informed him that some of the male inmates from city jail are reportedly throwing stones to the correction­al facility of the minor offenders.

“Si Maam Metante ang nag-inform nato ana nga nagsige’g panglabay og bato ang mga male inmates. Nakuyawan ang sa Operation Second Chance kay basin og mobawos ang mga bata pod,” Tumulak said.

He advised Metante not to allow the minor offenders to roam around the open court to avoid being hit by the stones.

“Among pagtuo gyud is naglagot ning mga inmates nga wala nay naabot nga mga contraband­s nga ipang itsa gikan sa second chance,” Tumulak said.

He said raising the height of the perimeter wall will also prevent the hand signals of the minors and the inmates.

It was revealed that hand signals are being used as their means of communicat­ion.

Tumulak said that personnel from Dakay Constructi­on has yet to discuss with Metante and the management of the City Jail Male Dormitory facility on the specific measuremen­t on how high the perimeter wall will be constructe­d.

As of now, there are 183 minors in conflict with the law that are housed in the correction­al facility.

Tumulak said he will meet with the police personnel of Guadalupe Police Station to identify the culprits.
