The Cebu Provincial Police Office (CPPO) – Provincial Intelligence Branch (PIB) nabbed a barangay councilman and two other high-value drug personalities in three separate buy–bust operations in the towns of Catmon, Alegria and Sibonga last Wednesday.

Irvin Doños, 38, a barangay councilman of Catmondaan, Catmon, was arrested after he handed one pack of suspected shabu to a police poseur-buyer Wednesday afternoon.

PIB Chief Joie Pacito Yape said they were able to confiscate a total of 18 packs of suspected shabu valued at P30,000 from Doños during the operation.

Doños was considered a level 2 high-value target of the Cebu province, according to Yape.

Yape added that the councilman, who reportedly gets his supply in Danao City, was a drug surrenderer of the station last year but he returned to his illegal drug trade.

Doños, in an interview, denied the allegations against him.

He, however, said that he is active in anti-illegal drugs campaign in their barangays, but he did not deny that he uses illegal drugs in the past.

Doños is the number 1 barangay councilor in Catmondaan.

In Sibonga, a brother of a former policeman who was already arrested by the operatives of PIB last May 24, was nabbed during a buy-bust operation in Barangay Bahay at 1:30 a.m. yesterday.

The police identified the suspect as Mark Anthony Cayubit, 37.

The PIB already conducted an operation against Mark last May 24 together with his brother, Police Officer 2 Niel Cayubit, but the former was able to elude arrest.

“Pagkadakop nato sa iyang brother nga police kay kani siya maoy nipuli,” said Yape.

Mark yielded two small and medium packs of suspected shabu worth P118,000.

Provincial Drug Enforcement Unit Chief Rolan Aliser said that Mark, who can reportedly dispose of more than 30 grams of suspected shabu weekly, is the only remaining bigtime player of the illegal drug trade in Sibonga.

During the police interrogation, Mark allegedly confessed that his supply came from A. Lopez, Cebu City.

In Alegria, a habal-habal driver, who was considered a high-value target, was arrested in Barangay Madridejos.

The suspect was identified as Cirilo Gervano, 42, a resident of the aforementioned place.

Police operatives were able to seize suspected shabu worth P60, 000 from Gervano’s possession during the operation.

Yape said that Gervano was connected to Christian Aquino, a top one high-value target of Cebu province, who was killed in a shoot-out during a buy-bust operation in Mandaue last May 25.

In Cebu City, the police seized more than P1.6 million worth of illegal drugs in the latest intensified campaign against all forms of illegal drugs and rounded up a total of 115 suspects for different offenses.

The Cebu City Police Office’s City Intelligence Branch, Drug Enforcement Units and the eleven police stations conducted the 29th Oplan Pokemon this year.

The operation spanned more or less two days and resulted to the confiscation of two large packs, 17 medium packs, and 189 small packs of suspected shabu, with an estimated weight of 142.79 grams worth P1,684,922 in dangerous drug board value.

The police arrested Primo Ceballos, 41, a highvalue target during a buy-bust operation.

Ceballos originally lives in Canduman, Mandaue city but temporarily resides in Barangay Lahug, for his illegal-drug trades.

CCPO-CIB Chief Christopher Navida said Ceballos is not cooperating with their debriefing investigation, but despite this they will still file cases against the subject.

In Sitio Plastikan Barangay Duljo-Fatima, authorities arrested Helen Caballero, 50, a high-value target level 1, and a resident of the place, after getting caught possessing and distributing illegal drugs.

Navida said that Caballero sourced her supply from a certain Mr. H who is serving jail time in National Bilibid Prison, Muntinlupa City.

He said that both highvalue targets can distribute about 30 to 50 grams of illegal drugs in their area.

In Minglanilla, Cebu, a street level target was captured during a buy-bust operation Wednesday night at Sitio Estaca, Barangay Tunghaan, Minglanilla Cebu.

The suspect was identified as Rudy Debalucos a.k.a "Rods One", a motorcycle driver, 27, a resident of the place.

Items seized weighed 6.37 grams with the estimated value of P75,166.
