City set to assess brgy trash loaders

- Odessa O. Leyson Staff Member

The city government will evaluate the performance of garbage loaders in the barangays here following reports some of them are involved in some hankypanky, even allegedly making money out of the trash.

“Next year, atoang ipaevaluate ang mga collector sa barangays kay ang uban nga barangays, naa sila’y mga tinonto, they only have one pick-up a day kay mopili sila kinsa ang ilahang pick-upon. Ilahang duolon ang dagko nga mga business establishments para makakolekta sila og kwarta,” said Mayor Tomas Osmeña.Osmeña said he will form a team that will evaluate the loaders.

Those who will be found making money of the collection will no longer receive the monthly allowance from the city government, amounting to P4,000.

“Next year will be better than this year because we are going to cut off all their allowances. We are not going to let these garbage collectors make a business and then we are going to pay them so that they can collect money? Naunsa naman na uy? Baga ilahang mga naw'ng,” he said.

He said the decision to hold the allowance is to show that the city will not tolerate inefficient workers.

The city's Department of Public Services (DPS) will give City Hall a complete list of those receiving monthly allowance from the city.

In February this year, Osmeña also withheld the honoraria of loaders and barangay tanods pending evaluation.

The workers were also made to undergo a drug test and were required to submit a daily report card.

Phillip Zafra, president of the Association of Barangay Councils (ABC), denied the allegations that reached the mayor.

“They may evaluate their performance if they want to but these garbage loaders have been doing their job religiously. They've been exposed to the elements and yet they're working day in and day out,” he said.

Zafra said it is not true that collection of garbage has been irregular. He said it was agreed that the loaders will collect trash from the interior parts of the city while personnel from DPS will collect garbage from the main thoroughfares.

“Ang pangutana is that nganong iya man isumbalik sa barangay? Unsay nahimo sa mga truck nga giabangan sa siyudad para sa pagpangolekta? Kana maoy pangutanaha. Nganong dili man ang DPS maoy pangutan-on?” Zafra said.

Since October, the city government rented at least 11 dump trucks and 10 compactor trucks from Pasajero Motors Corporation to fast track the collection of garbage.

Zafra hopes the evaluation of the barangay loaders will be conducted fairly.

“I just hope that the evaluation is done fairly and is really intended to gauge the performance of one and not just to make it as a lame excuse for cutting off unfairly their honoraria from the city, which is, by the way, always in delay for like five months or even more,” he said.
