Mandaue bars convenience stores from selling liquor beyond 12 midnight
The Mandaue City government has banned selling of liquor beyond 12 midnight to address the peace and order problem involving uncontrolled consumption of intoxicating beverages.
The City Council approved an ordinance regulating the sale of liquor by convenience stores operating 24 hours. The ordinance sponsored by Councilor Nilo Seno and Vice Mayor Carlo Fortuna prohibits convenience stores from selling liquor from 12 midnight to 5 a.m.
"Establishments open for 24-hours are mandated not to sell liquor from 12 midnight until 5 in the morning,” read apportion of the ordinance.
All affected establishments are required to cover their display of liquor with black cloth during the specified period.
Store attendants are required to post a signage in a clear and conspicuous manner for customers to see. The signs should be visible and should be posted as "NO SALE OF LIQUOR FROM 12 A.M. TO 5 A.M. Pursuant to the City Ordinance No. 14-2018-1340."
Fortuna said the ordinance is aimed to address crimes involving physical injuries because of drunkenness. He said that most of the crimes recorded by the police are related to heavy consumption of liquor. Based on the record, most of these crimes happened between 3 a.m. to 5 a.m.
"They should drink moderately and responsibly," Fortuna advised those who wants to consume liquor.
The ordinance also prohibits consumption of liquor in any open or public places in the city.
Establishments other than convenience stores are allowed to sell liquor provided that they have a license to sell from the business permit and licensing office of Mandaue City Hall. —
