Online payment for vehicle registrati­on to start next month

The Land Transporta­tion Office-7 is set to implement starting next month the online payment system for the registrati­on of new motor vehicles and motorcycle­s.

LTO-7 Regional Director Victor Caindec said regional employees have yet to be briefed on the process of the new payment scheme.

According to the Department of Transporta­tion (DOTr), the new scheme is now being implemente­d in Metro Manila. It started this month.

DOTr targets to implement the new scheme all over the country before the year ends.

"Wala nay cash handling ang mga cashiers. So, less risk," said Caindec.

Based on the implementa­tion of the online payment scheme in Metro Manila, DOTr said the official receipt (OR) or certificat­e of registrati­on (CR) and motor vehicle plates are made available within three days after motor vehicles and motorcycle­s (MV/MC) dealers submit the documents.

"Dapat lang na mapatupad natin ito nationwide para mapabilis ang pag-proseso ng kaukulang dokumento gaya ng OR, CR at plaka ng mga bagong sasakyan, bahagi ng ‘moving forward’ o sabay ng paglabas ng mga dokumento at bagong biling sasakyan sa casa,” LTO Assistant Secretary Edgar Galvante said in a statement.

LTO is using the Electronic Payment Assessment Tool (e-PAT), a web-based facility that computes the amount to be paidwithou­thumaninte­rvention, thus eliminatin­g the opportunit­y to bribe or extort.

The computed amount from the e-PAT and other details for the payment are then channeled to the Land Bank of the Philippine­s - Electronic Payment Portal (LBP-EPP), where the MV/MC dealers can use their LBP account to pay for the transactio­n online. The payment will then be reflected at the LTO-Informatio­n Technology (IT) System enabling faster issuance of the vehicle’s OR/CR.

The LTO has partnered with the Land Bank of the Philippine­s for the online payment transactio­n and with its current IT service provider Stradcom Corporatio­n for the online payment system.

Other forms of payments, such as fees for license applicatio­n and renewal, as well as MV/MC renewal can be paid online by next year.

The agency launched the use of Internet-based payment system in response to the call of President Rodrigo Duterte to eradicate corruption and red tape transactio­ns in government agencies and in accordance to Republic Act No. 11032, or the “Ease of Doing Business and Efficient Government Service Delivery Act of 2018
