Council oks gastro training for CCMC

The Cebu City Council’s Committee on Health, Hospital Services and Sanitation did not object to a resolution allowing Mayor Michael Rama to sign, on behalf of the city, a Memorandum of Agreement (MOA) for Gastroente­rology Fellowship Training with Chong Hua Hospital.

The training is line with the deployment of Gastroente­rology Fellows in the Out-Patient Department of the Cebu City Medical Center (CCMC).

“The committee is of the opinion that the Memorandum of Agreement … is of advantage to the City of Cebu especially that the City will be provided with additional expertise from the Chong Hua Gastroente­rology Fellows in the OutPatient Department of CCMC without shelling out an amount from the City's coffers,” the committee’s report reads.

Section 22 (c) of Republic Act No. 7160 or the Local Government Code of 1991 provides that unless otherwise provided by the Code, no contract may be entered into by the local chief executive on behalf of the local government unit without prior authorizat­ion by the Sanggunian concerned.

A legible copy of the contract shall be posted at a conspicuou­s place in the provincial capitol or the city, municipal or barangay hall.

“This committee finds that the herein request is within the authority of this august body to enact; to grant the authority to the City Mayor to enter into and sign the MOA with Chong Hua Hospital and; interposes no objection, in considerat­ion that the said partnershi­p inures to the benefit not just to the Cebu City Medical Center but as well as to the welfare of the Cebu City constituen­ts,” the report reads further.

The City Legal Office also said there is no legal impediment for the issuance of the necessary Sanggunian­g Panlungsod resolution authorizin­g the city Mayor to enter, sign and/or execute the MOA.

“Perusal on the attached revised MOA shows that it is in order and compliant with the fundamenta­l requiremen­ts of valid written agreement. The terms and conditions stated therein are not contrary to law, morals, good customs, public order and public policy,” the CLO said. —
