Mandaue Causeway officially named Ouano Avenue

President Rodrigo Duterte has recently signed Republic Act 11730 naming the Mandaue Causeway as Ouano Avenue which honors the Ouanos of the city who were in public service since the 1900s including the mayors Alfredo “Pedong” Ouano and son, Thadeo “Teddy” Ouano.

Cebu Sixth District Representa­tive Emmarie Dolores “Lolypop” Ouano-Dizon expressed her gratefulne­ss to Cebu Third District Rep. Pablo John Garcia, the author of the law.

The Ouanos who served the then municipali­ty and later becoming a city include cabeza de barangay Alejo Ouano, Rafael Ouano, Arcadio Ouano, Agaton Ouano and Numeriano Ouano; capitan del barrio Doroteo Ouano; consejales Francisco Ouano (1900-1901); Aniano Ouano (1900-1901; 1906-1907), bise president in 1902-1903; Samson Ouano (1906); Catalino Ouano (1908-1909; 1909-1911); and Francisco Ouano (1909-1911).

Appointed municipal councilor in 19451946 were Gerardo Ouano and Damian Ouano; city councilor Alfredo M. Ouano (1956-1959; 1960-1965); vice mayor Alfredo M. Ouano (1972-1975; 1975-1980; 1980-1986).

City mayor Alfredo M. Ouano (1988-1991; 1992-1995; 1995-1998) and Thadeo Z. Ouano (1998-2001, 2001-2004; 2004-2007).

The law states that the Ouano Avenue is stretching from the corner of S.B. Cabahug St., traversing the Tipolo Creek in Barangay Centro and the Mandaue Reclamatio­n Area, up to the bridge over the Mahiga Creek at the Cebu Internatio­nal Port, comprising a total distance of 2.489 kilometers.

However, the Don Andres Soriano Avenue, fronting the existing Mandaue City Cultural and Sports Complex, shall not be a part of the Ouano Avenue consistent with Mandaue City Ordinance No. 97/005 promulgate­d on March 7, 1997.

It added that the Department of Public Works and Highways shall issue the necessary rules, orders and circulars to implement the provisions of thisAct within 60 days from its effectivit­y.

President Duterte signed the law on April 29, 2022.
